SUBJECT: Award of Contract for Design and Construction of
Parking Lot Lighting System at 1550 Pacific Coast
Highway
Introduction
This report recommends that the city council award a contract for
the design and construction of a parking lot lighting system at
1550 Pacific Coast Highway to Electro Construction Corporation, the
lowest responsible bidder, in the amount of $ 119,200.00.
Background
The City is required to construct improvements identified in the
Environmental Impact Report (EIR) as necessary mitigation measures.
This project includes upgrading the lights to provide at least
four-foot candles of light (ballfield lighting) throughout the
parking lot at 1550 Pacific Coast Highway and installing new
circuits, conduits, and wires.
This parking lot lighting upgrade contract will conclude the off-
site Pier EIR mitigation measures which must be implemented by the
City prior to the Pacific Park's scheduled opening date of April
29, 1996.

Discussion
This project was bid previously in November but because there was
only one bid which was judged to be of excessive cost, the city
Engineer rejected all bids.
A second Notice Inviting Bids was published on December 8 and 9,
1995 in The Outlook, as well as in four construction journals.
Bidding documents were sent to six woman/minority business
enterprise associations. Bidding packages were requested by
Eighteen (18) contractors. The City Clerk's office received
Five(5) sealed bids, which were publicly opened and read aloud on
January 16, 1996 by the Deputy City Clerk.
The bid results were as follows:
1. Electro Construction Corporation $ 119,200
2. Schwartz & Lindheim, Inc. $ 144,678
3. Ryco Companies $ 146,200
4. Tri-Build Development Corporation $ 197,000
5. Tyner Paving Company $ 198,271
City Engineer's Estimate $ 105,000
The City Engineer's estimate was based on standard lighting
configurations. The lighting layout requirements for the Cirque de
Solei 1 create the need for a special design which is reflected in
the additional costs shown. The bids above also include provisions
for additional temporary lighting to insure compliance with the
development agreement deadline. If not required, this item will be
credited to the City.

The lowest responsible bidder, Electro Construction corporation,
has performed outstanding work for the city in past years. The
contractor supplied the city with additional references and all
references reported that the contractor's work was satisfactory.
The State Contractors' License Board verified that the contractor's
license is current, active and in good standing.

Recommendation
It is recommended that the City Council:
1. Award a contract to design and build the parking lot lighting
system at 1550 Pacific Coast Highway to Electro Construction
Corporation, the lowest responsible bidder, in the amount of
$119,200; and
2. Authorize the City Engineer to issue any necessary change orders
to complete additional work in conformance with the Administrative
Instructions on change orders.
