One (1) passenger van and one (1) cargo van are for the Office of Administrat~ve Services Division, Police Department, in the amount of $40,191.68, 1ncluding applicable sales tax. Two (2) cargo vans are for the Public Facilities Maintenance Divislon, Envlronmental and Publ~c Works Management Department in the amount of $40,485.50 including applicable sales tax. The total award of bid lS $80,677.18 including appl~cable sales tax. Backqround In response to published Notices Inviting Blds (publlshed October 6 and 7, 1995) to furn1sh an dellver one (1) new 1995 or 1996 passenger van and three (3) new 1995 or 1996 cargo vans ~n accordance with City specif~cations, b~ds were received and publicly opened and read on October 24, 1995. Proposal forms were mailed to twenty (20 ) vendors and notices were advert~sed 1n accordance with City Charter and Municipal Code provlsions. Two proposals were received as follows: PASSENGER VAN Vendor Gasoline Powered Downey Auto Center $19,948.93 bI. Claude Short Dodge $21,479.39 - 1 - NOV 2 8 1995 CARGO VANS Vendor Total for all (3 ) CNG Powered Downey Auto Center No B1d Claude Short Dodge $60,728.25 The City's reduced em1ssions fuel policy indicates that this vehicle should be purchased as a CNG powered vehicle. There is no California A1r Resources Board (CARB) approved converS1on kit ava1lable for this vehicle at th1s time and there is no est1mate of when a CARE approved convers~on kit w1ll be made ava1lable. Therefore, it 1S recommended that th~s vehicle be purchased gasoline-powered. The one (1 ) gaso11ne-powered passenger van will be operated by Police Department It w1ll be used to carry written and visual materials to commun1ty events. This passenger van will be replacing a 1983 Chevrolet with high ffi1leage that 1S no longer cost effective to ma~ntain. One (1 ) CNG powered cargo van w~ll be used by the Police Department, Identificat10n Section. It w~ll be used to carry numerous cameras and video equipment during routine operations as well as transporting large p1eces of evidence from cr1me scenes to the Pol~ce station. This cargo van will replace a 1986 Chevrolet that has stopped running due to mechanical problems and is no longer cost effective to repair. The other two (2 ) CNG-powered cargo vans will be used by Publ~c Facilities Maintenance Division plumbing personnel to transport tools and materials to various Job sites. - 2 - -- - These veh~cles are cons~stent w~th the C~tyrs reduced emission fuel pol~cy. Staff has evaluated the low blds and f~nds that they meet City spec~ficat~ons. Budqet/F~nanc~al Imoact Fiscal Year 1995-96 appropr~at~on author~ty for these purchases is in the Off~ce of Admin~strative Services Divis~on, Pol~ce Department, account number 01-300-304-00000-8806-00000 ~n the amount of $40,191. 68; and in the Publ~c Fac~l~t~es Ma~ntenance Div~sionr Environmental and Public Works Management Departmentr account number 01-500-451-00000-8806-00000 ~n the amount of $40r485.50.
