A RESOLUT~ON OF THE CITY CQUNCIL OF THE
CITY QF SANTA MONICA IN SUPPORT OF
THE PI~AN TO REDUCE SMOKING AMONG CHILDREN
THROUGH REGULA^ION OF TOBACCO PRODUCTS
WHEREAS, toba.cco use is r~sponsible for the death of more than
400,0~0 peopl.e every year ~n ~he United States including 40,000
pecple in California, and is the number one cause of disease and
death, and
WHEREAS, every day in California, 300 children become smokers,
and
WHEREAS, rnore than half of smokers begin smoking before the
age of 14, and 90 percent begin by the age of 19, and
WH~REAS, children can easily buy cigaretC.es from vending
machines, over-the-count~r sales and rnail-in coupons ~ven though it
1s illegal, and
WHEREAS, an estimated one billion packs of cigarettes are sold
to minors under the age of 18 every year a.n ~he United States; and
WHEREAS, t:ze State of California as well as many c~.ties and
counties ~~ave enacted ordinances to reduce illegal tobacco sales to
rninors and conduc~ public educatiar! efforts to discourage tabacco
use among ch=ldren, and
WHEREAS, President C~zntan has proposed a strategy p~an to
reduce by 5C~ percent smokina among ch~ldran and adolescents, by
~

l~miting access to tobacca products, reducing the appeal of
cigarettes and by instiLu~.ing a nation~ride pub~ic educa~ion
campaign; and
WHER~AS, the President's s~.ra~egy is sugported by respected
health organizat~ons includlnc the American Lung Association,
Atnerican Heart Assaciation, Arnerzcan Cancer Society and the
American Medical Associatzon;
NOW, THEREFORE, THE CITY COUNCIL QF THE CITY O~' SANTA MONI~A
D~ES HEREBY RESDLVE AS FOLLOWS
