Introduction
This report concerns award of b~d to furnlsh and deliver one (1)
new CNG powered one-ton cab and chassls for the Trafflc Operations
Dlvlsion, Planning and Community Development Department, in the
total amount of $30,870.73, ~ncluding applicable sales tax.
Backqround
In response to published Notices Invitlng Bids (published October 6
and October 9, 1995) to furnish and dellver one ( 1) new CNG powered
one-ton cab and chass~s in accordance with City spec~fications,
blds were received and publicly opened and read on October 24,
1995. Proposal forms were mailed to ten {10 ) vendors and notlces
were advertised In accordance wlth City Charter and MUTIlclpal Code
provlslons. Two (2 ) proposals were received as follows:
Vendor CNG Powered
Downey Auto Center $30,006.24
Maurice Sopp & Son $30,807 73
This vehicle wlll replace a ten-year-old vehicle. It will be used
to transport street slgns, concrete, compressors and jack hammers
to va~ious job sites. 6F

The bid submltted by Downey Auto Center does not meet City
speciflcations They did not bld a 13,250 lb. GVWR vehlcle as
specifled This gross vehicle weight rate is requi:!:'ed to
accommodate the addltional weight generated by a mounted serVlce
bodYr compressor and other materlals.
Staff has evaluated the bid submitted by Maurice Sopp & Son and
finds that it meets City speciflcations.

City's reduced emlssion fuel policy.

Recommendatlon
It is recommended that Council reJect the bld submltted by Downey
Auto Center as non-responsive, and award of bld #2550 be made to
Maurl.ce Sopp and Son ln the total amount of $30,870.73 includlng
applicable tax, as the lowest and best bidder.
