INTRODUCTION
This report transffilts for Clty Councll approval a Final Map for the
followlng Tenant-Partlclpating Conversion project:

BACKGROUND
The Clty Plannlng Commlssion approved the Tentatlve Map and the Ten-
ant-Partlcipatlng Conversion for the above proJect on August 17,
1994, after a public ~earlng and a careful review of the record and
staff recommendatlons. The action of the Planning Commlssion was
based on the Commisslon's flndlngs that the proposed Tenant-
Partlclpating ConverSlon meets the requlrements of Artlcle XX of the
Clty Charter and that the proposed s~bdlvlsion 18 conslstent wlth
applicable general and specific plans as adopted by the City of
Santa Monica along wlth all mandatory requlrements of the
Subdivlslon Map Act of the State of California.
The owners have submltted to the Clty a Wr1tten Consent Agreement
binding the owners and any successors In interest to each conditlon

lmposed In connection wlth approval of this Tenant-Partlclpatlng
ConverSlon This Wrltten Consent has been approved by the Clty
Attorney and the Clty Manager. Each participating tenant has been
informed in wrltlng of hlS or her rlghts under Article XX of the
Clty Charter. The License Dl V1Slon reports that proper arrangements
have been made to ensure payment of the Tenant-Partlclpating
Converslon Tax.
The Flnal Map conforms to the Tentative Map. The Flna: Map has been
certified by the City Engineer for conformance with the Tentatlve
Map and condltlons thereon, the Subdlvlslon Map Act and local
ordinances. The Clty Attorney's office has approved a Declaration
of Covenants, Conditlons, and Restrlctions, or equlvalent document,
for this proJect as complying wlth the conditions of the Tentatlve
Map and the Tenant-Partlclpating ConverSlon.
Councll approval of a final map for a Tenant-Participatlng
ConverSlon represents one of the last steps necessary ln the
conversion process Following City Council action and approval by
the Callfornia Department of Real Estate the applicants may begin
selling thelr units to the tenants. As each unit is sold a
converSlon tax per Sectlon 2008 of Artlcle XX lS due ln an amount
equal to twelve tlmes the monthly maximum allowable rent for that
unlt. These taxes will be used to assist low and moderate lncome
households to purchase or lmprove their unl ts subj ect to affordable
repayment per Sectlon 2009 of Article XX

BVDGET/FISCAL IMPACT
The recommendation presented in thlS report does not have an lmmedl-
ate budget or fiscal impact. If and as unlts in the proJect are
sold in the future, Tenant-particlpating Conversion Taxes wlll be
collected pursuant to the provlsions of Article XX of the Clty
Charter and some lncreased property tax revenues may be generated.
RECOMMENDATION
It is respectfully recommended that the Flnal Map for thlS Tenant-
Participating ConverSlon be approved by adoptJ.on of the accompanying
resolutlon

FOLLOWS.
SECTION l That the Flnal Map for PARCEL No. 24062 in the
City of Santa Monlca hereby lS accepted and approved.
SECTION 2. That the C:.ty Clerk hereby ~s author~zed and
dlrec;:ed to endorse upon the face of sa~d Map th~s order
authent1cated by the Seal of the Clty of Santa Monlca.
SECTION 3. That the Clty Clerk shall certify to the adoptlon
of thlS Resolutlon, and thenceforth and thereafter the same shall
be ln full force and effect.
