SUBJ ECT Recommendation to Approve Alternate Route for and Limit the Duration of
the U S Constitution Day Parade on September 18, 1999
INTRODUCTION
The City has received a request to conduct a parade on a route other than the route
authorized by the Municipal Code Section 4 08 580 for the 6th annual U S Constitution
Day Parade to be held on Saturday, September 18,1999 The parade organlzerorrglnally
requested permiSSion to hold the parade for a total of two hours In the morning The
following report recommends approval of the alternate route with conditions established
by the City, including that the parade occur between 10 00-11 15 am, the same hours as
last year
BACKGROUND
The City's Event Management Team received a request to hold a parade on Main Street
to celebrate the slgnmg of the U S Constitution from parade organizer Ronn Pickard
Staging for the parade Will begin at 8 00 a m and Will take place In the southbound lane
of Main Street, In the area that begins at Colorado Boulevard and ends Just north of the
CIVIC AuditOrium The northbound lane of Main Street Will remain open to accommodate
public access to the CIVIC AuditOrium It IS antIcipated that the new Public Safety FaCIlity
Will be under construction dUring this time and, as a result, police vehicles Will also need

to have access to Main Street The parade will beg In Just north of the entrance to the CIVIC
Auditorium parkmg lot and will proceed south on Mam Street, west on Marine across
Neilson Way, north on Barnard Way, and Will disband at the south beach parkmg lot (2060
lot/Beach Park #1) where Parade participants Will have lunch Except for emergency
vehicles, the parade route Will be closed to traffic
The parade organizers expect to have 100 parade Units participating thiS year (66
participated last year) Although parade organrzers originally requested permission to
extend the parade 45 minutes longer than last year, they have now mdlcated that the
parade Will comply with the CIty's requirement that the parade be limited to one hour, 15
minutes (10 00 to 11 15 am) ThiS effort Will be assIsted by "offiCial parade pacers" and
by ellmmatl ng pauses In front of the revlewmg stand Parade organizers Will be responsible
for renting, Installing, and removing barricades and "temporary no parking" signs along the
parade route CIVIC AuditOrium staff Will place and remove the barncades In the staging
area
Residents In the Sea Colony complex and the nelghbonng Neilson Villa Apartments, a
senror Citizen apartment bUilding, may be Inconvenrenced briefly as the parade passes the
driveway entrances to both bUlldmgs on Barnard Way Four Santa MOnica Big Blue bus
routes and tvvo MTA routes (approximately 50 bus trips) Will be affected by the
recommended parade route These bus lines, which normally run on Main Street, Will
have to be moved Ocean Avenue and/or Neilson Way to accommodate the parade Bus
Imes crossing Manne Street at Neilson Way and lines crossing Main Street at PIca

Boulevard will have to walt for a reasonable break In the parade In order to cross the
intersection Based on the parade last year and In order to better manage traffiC and
ensure public safety, the Police Department has determined that It will need to Increase
Police personnel along the parade route Deployment of 39 officers and four motor units
IS recommended by the Police Department SIxteen officers were deployed last year The
cost of Police services will be $8,728 compared to $3,150 last year As m the past, the
cost of Police services will be underwritten by the CIty The measures proposed to
alleViate these Impacts Include requIring notIce, deploymg extra police personnel and
rerouting buses
BUDGET/FINANCIAL IMPACT
City costs for the requested route are estimated at $8,728 Adequate funds are available
In department budgets to cover these costs No additional appropnatlons are needed
RECOMMENDATION
Staff recommends that the City Council approve the U S Constitution Day Parade on
September 18, 1999, on the route descnbed herem, reqUiring parade organizers to limit Its
duration to one hour and 15 minutes (not rncludlng stagmg time)

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
AUTHORIZING THE HOLDING OF A PARADE ON SEPTEMBER 18.1999, ON
A ROUTE OTHER THAN THE OFFICIAL CITY PARADE ROUTE
WHEREAS, pursuant to Section 408580 of the Santa MOnica Municipal Code, the
CIty Council may authonze a parade route as set forth herein,
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS
SECTION 1 That on September 18. 1999, at 10 00 a m participants In the U S
Constrtutlon Day Parade are authorized to conduct a parade along the follOWing route
Staging to take place In the southbound lane of Marn Street between Colorado and
the "Cham ReactIon" sculpture north of the CIVlcAudltonum and proceeding south on Main
Street, west on Manne Street, across Neilson Way. north on Barnard Way to disband In
the south beach parkmg lot (2060 lot) Parade participants Will have lunch at Beach Park
#1 (Fraser)
SECTION 2 PermIssion to conduct the parade IS granted upon the follOWing
conditions
a That parade units may not be brought to the staging area, southbound lane
of Mam Street between Colorado and the "Chain Reaction" sculpture, pnor to 8 00 a m on
Saturday. September 18. 1999

b That the northbound lane of Main Street, between Colorado and PIca, remam
open at all times
c That amplified sound [s not permitted before 8"00 a m
d That the parade will take place from 10 00 to 11 15 a m and be limited to
a maximum of one hour, 15 minutes (not mcludlng staging time), mcludlng frequent traffic
breaks to allow buses and other traffic to cross the parade route
e That any service not provided by the City, such as barricading and cOnfng of
streets and postrng of directional signs, be assumed and paid for by the organizers
f That organizers be responsible for notifying the residents In the Sea Colony
complex and the Neilson Villa Apartments In writing about the parade and the potential
inconvenience at least two weeks In advance
g That organizers be responsible for posting "Temporary No Parking" Signs
along the parade route at least 24 hours In advance and removing them ImmedIately
follOWing the parade
h That all litter, horse droPPings, and dIrectional signs be cleared from the
streets and SIdewalks Immediately follOWing the parade
That the parade disband at the south beach parking lot (2060 lot)
That an "I ndemmty and Hold Harmless Agreement" be executed and returned
to the Events Office by August 27, 1999

k That If General Liability Insurance IS retained it will name the City of Santa
MOnica, members of the City Council, boards, commiSSions, officers, agents, employees,
and volunteers as addltJonallnsured
SECTION 3 The City Clerk shall certify to the adoption of this Resolution, and
