SUBJECT Award of Construction Contract for Joslyn Park Playground Renovation and
Selected Accessibility and Maintenance Improvements
Introduction
ThiS report recommends that the City Council award a constructIon contract to Thomsen
Landscape, the lowest responsible bidder. In the amount of $461,120 to complete the
playground renovation and selected accessibility and maintenance Improvements atJoslyn
Park
Background
On January 14, 1997, City Council awarded a deSign contract to Rlos ASSOCiates for
preparation of draWIngs and construction documents forthe Douglas Park Renovation and
Children's Play Areas In Four CIty Parks CounCil reViewed and approved the SchematiC
DeSign on March 3, 1998 The construction documents are now complete
The Joslyn Park Playground and Selected AcceSSibility and Maintenance Improvements
PrOject Includes construction of a new playground which combines manufactured and

custom play elements It provides a vanety of accessible activities Including a large play
structure and outdoor playrooms which Incorporate sand and water features Accessibility
Improvements Include constructing an ADA compliant dnveway at the east end ofthe park
to provide access to the restrooms and adapting gates and handrails throughout the Park
to meet ADA requirements Maintenance Improvements Include enlarging and fencing the
basketball court, replacing the wrought Iron fencing at the penphery, and repalnng
concrete retaining walls at vanous locations throughout the Park The City obtained Los
Angeles County Proposition 'A' funding for Joslyn Park to provide a new basketball court,
new site fencing, and new play equipment
DIScUSSion
A Notice Inviting Bids for the construction contract was published on Apnl29 and May 6,
1999 In the The Ar~onaut and The Green Sheet Bid documents were sent to twelve
women/mlnonty business enterprise associations (WMBE) BId packages were requested
by eight contractors The City Clerk"s office received two sealed bids which were publicly
opened and read aloud on June 1, 1999 by the Deputy City Clerk The results for the
base bid were

Four of SIX other plan holders were contacted to determine why they did not submIt bids
One firm was at the limit of their bond with other ongoing work, and the other three were
unable to bid because of the volume of other bids In preparation at the tIme
Mlnco Construction, the apparent low bidder, was deemed non-responsive as they failed
to provIde eVidence of comparable expenence for either the scale or nature of the contract
and thus, of their ability, capacity and skill to perform the contract and provide matenal or
services (S M Municipal Code 2 24 072) The City Attorney's Office has reviewed this
matter and concurs with this determination
Thomsen Landscape, the next lowest bIdder, was determined to be the lowest responsIble
bidder Representatives from SIX current or recently completed projects were contacted
and all reported that the contractor's work was satisfactory Other public facIlity projects
completed by Thomsen Landscape Include Veteran's Memonal Park for the City of Culver
City Redevelopment Agency, Avalon/San Pedro Park forthe Los Angeles City Department
of Recreation and Parks, Los Nlnos Child Care Center for the Foundation for Early
Childhood, Robert Gross Park for the CIty of Burbank's Park and Recreation Department,
and FIve Parks In the Second Dlstnct for the Los Angeles County Department of
Recreation and Parks The State Contractors' License Board venfled that the Contractor's
lIcense IS current, active, and In good standing Construction IS scheduled to begin In
August, 1999 and last 3 months
