Contract for Beach Parking Lot Repaving In the Amount of $91,140
IntroductIon
This report recommends that the City Council approve an amendment to the 1997-98
Street Resurfacing Project Contract No 7469 (CCS) With Sylvia Construction, Inc for
repaving the beach parking lot located at 2030 Barnard Way In the amount of $91,140
Background
On March 23.1999, the City Council awarded a contract In the amount of $2,445,717 to
SylvIa Construction, lnc to construct the 1997-98 Street Resurfacmg Project A NotIce
Inviting Bids for that project was published In the Los Angeles Times on August 27 and
2B. 199B.and a NotIce InvIting Bids, plans, and speCifIcatIons were also submItted to
seven construction Journals/plan rooms, and sent to SIX women/mlnonty busmess
enterprise (WMBE) aSSOCIations Four sealed bIds were publicly opened and read
aloud on September 22. 1998, by the Deputy CIty Clerk, WIth Sylvia Construction as
the low bIdder
The 1998-99 CapItal Improvement Program Included a Beach Parkmg Lot Improvement
PrOject whIch Included funds for repaving the 2030 Barnard Way beach parkmg lot

DISCUSSion
This large parking lot has not been repaved In many years and the pavement has
detenorated DUring the 1998-99 budget process. many parkmg lot users advocated for
repaving the lot Although there was not suffiCient time to Include the beach parking lot
plans In the 1997-98 Street Resurfacing Project bId package, the bid package did
mdlcate Unit costs for street resurfacing, pavement repairs, and slurry sealing The
S91.140 cost to repair and slurry seal the 2030 lot IS based on the contract bid Unit
prices Amendmg the construction contract Will allow the beach lot repavmg to be
completed for the summer season.
