EPWM CP AA DB bb\s \sp1681\cc1681a Santa MOnica, California Council Meeting May 11, 1999 TO Mayor and City Council FROM City Staff SUBJECT Recommendation to Adopt a Resolution to Authorize Acceptance of the Transfer of the Storm Drain Easement Located In the Site of the Future Public Safety BUlldmg from the State of California to the City and to Authorize the City Manager to Execute a Certificate of Acceptance of the Easement Introduction This report recommends that the City Council adopt a resolution to authorize the acceptance of the transfer of the storm dram easement located In the future site of the public safety bUilding from the State of California to the City and to authorize the City Manager to execute a certificate of acceptance of the easement The portion of the storm dram to be Included In this easement extends from the southerly limits of the Route 10 (Santa MOnica Freeway) to the PIca Kenter Storm Drain Backwound In 1965, an easement was recorded by the State of California for a 72-mch storm drain between Route 10 and the PIca Kenter Storm Drain DUring Freeway constructIon, the State of California laid a 72-mch pIpe to transfer water from north of the freeway to the PIca Kenter Storm Dram The 72-mch pipe IS owned and operated by the State of California and the Pice Kenter Storm Dram IS owned and operated by Los Angeles County 1 MAY f 1 1J99 (oF - DISCUSSion The plans for the new city Public Safety BUilding Include footings that cross over the State storm drain Acquiring the storm drain would faCilitate the design and construction of the Public Safety BUilding because there would be one less agency to confer with regarding decIsions that may Impact the storm drain Acceptance of the easement will transfer responsibility and control to the City for a storm drain directly beneath Its public bUilding The City and State have tentatively agreed to transfer the storm drain and the State prepared the Director's Deed to qUitclaim their Interest In the storm drain to the City Budget/Flnanclallmpact The Department of EnVIronmental and Public Works Management maintains the City's storm drains Any Increase In the City's maintenance cost from the acqUisition of thiS portion of the storm drain IS expected to be minimal Recommendation Staff recommends that the City CounCil adopt a resolution to authOrize the acceptance of the transfer of the storm dram easement located In the future site of the publiC safety building from the State of California to the City, and authOrize the City Manager to execute a certificate of acceptance of the easement 2 - -- ------------- Attachment A ResolutIon of the CIty CouncIl of the CIty of Santa MOnica Authorizing the City Manager to Accept the Transfer of the Easement for the Storm Drain Located In the Site of the Proposed Public Safety BUilding Prepared by Craig Perkins, Director of Environmental & Public Works Management Anthony Antlch, P E , City Engineer William Buol, P E , CIvil Engineer 'I .J .
