SR-6-E (86) Ceufra cf#" ?If&! cc;; fiE APR 2 7 1999 PCD SF JT LB f ppd\share\eu1emps\target\contract\councll wpd COUNCIL MEETING Apn127, 1999 Santa Monica, California TO Mayor and City Council FROM City Staff SUBJECT Recommendation to Award a Contract to Rincon Consultants, Inc for Preparation of an Environmental Impact Report on the Target Department Store Project INTRODUCTION This staff report recommends that Rincon Consultants, Inc be awarded a contract In the amount of$126,719, With a 20% contingency, to prepare an Environmental Impact Report for the proposed Target Department Store project located at 430 Santa MOnica Boulevard at the southwest corner of 5th Street and Santa MOnica Boulevard The proposed project Includes the removal of a surface parking lot and the construction of a three-story, 166,080 square foot department store With four levels of subterranean parking The recommended contingency amount IS to cover additional costs that may anse dUring the analYSIS of the project's Impacts and to expedite the review process BACKGROUND The environmental assessment process IS being Initiated In conjunction With an application for a Development ReView Permit which has been submitted to the City by the project applicant The Planning and Community Development Department has determined that an 1 CPG APR 2 7 1999 -- Environmental Impact Report (EIR) will be required to evaluate the proposed project The EIR will examrne a number of environmental Issues regardmg the proposed project Includmg air quality, nOIse, light and glare, shadows, human health, economiC and social Impacts, population, land use, housmg, transportation, circulation and parking, utilities, public services, construction Impacts, recreational resources, cultural resources, aesthetiCS, and neighborhood effects Once an EIR IS prepared, there will be a public comment period dUring which Interested persons can review and comment on the environmental analysIs Public hearings on the project Will also be conducted by the Planning Commission A Request for Proposal to prepare the EIR for thiS project was Issued by the Plannmg and CommunIty Development Department, which IS responsible for preparing City environmental documents Five firms responded With proposals Staff recommends that Rincon Consultants, Inc be selected to prepare the EIR due to ItS competitive cost proposal and experience In preparing Similar environmental reviews For example, Rrncon prepared the environmental analYSIS forthe Wal-Mart Center General Plan EIR forthe City of Santa Mana and the Glendale Market Place EIR In addition, Kaku ASSOCiates Inc , the proposed traffiC and circulation subconsultant, has prepared numerous traffic studIes m Santa MOnica and on Similar projects BUDGET/FINANCIAL IMPACT The City's costs forthls EIR, mcludlng the twenty percent contingency amount, WIll be fully paid In advance by the applicant Funds from the applicant In the amount of $126,719 Will 2 be deposited mto the General Trust and Agency Fund Account Number 80-000-000- 00000-9750-04362 Additional contmgencyfunds (upto a maximum of20% oftheonglnal contract amount) will be deposited by the project applicant to this same account If It IS determined by the Director of Plannmg & Commu n1ty Development that the ongmal scope of services needs to be amended to provide additional environmental analysIs Expenditures to cover the cost of this additional analysIs will be charged to this fund without any fmanclallmpact to the City RECOMMENDATION It IS recommended that upon receipt ofS126,719 from Target, the City Council authorize the City Manager to enter mto a contract with Rincon Consultants, I nc at a cost of $126,719, with a 20% contingency, for preparation of an EIR for the proposed Target Department Store project Prepared by Suzanne Fnck, Director of PCD Jay Trevino, Planning Manager Laura Beck, Associate Planner Plannmg And Community Development Department 3 - - ~ -
