SUBJECT Recommendation to DesIgnate the CIty's Authorized Representatives for
Dealing wIth the Callforma OffIce of Emergency ServIces and the Federal
Emergency Management Agency on Matters Relating to the Hazard
Mitigation Grant Program
Introduction
This staff report requests that the City Council adopt the attached resolution to designate
the City's authorized representatives for dealing with the California Office of Emergency
Services (OES) and the Federal Emergency Management Agency (FEMA) on matters
relating to the Hazard MItigatIon Grant Program (HMGP)
DIScussion
F allowing the 1994 Northndge Earthquake, the City of Santa MOnica requested State and
Federal reimbursement for expenses related to seismiC upgrading of a number of
mUniCIpal faCilItIes. Includmg Parking Structures 1, 3 and 6, Santa Monica CIVlcAudltOfJUm,
Main Library. City Hall, the Police BUilding, the Ken Edwards Center and non-structural
hazard mitigation at vanous City bUlldmgs The City has since received approval for partial
seIsmiC upgrade fundIng under FEMA's Hazard MItIgation Grant Program (HMGP)
In order to receive thiS grant funding, FEMA and OES reqUIre the City CounCil to adopt a
separate resolution deslg natlng representatives for purposes of slgmng offiCial documents

THE CITY OF SANTA MONICA DESIGNATING
REPRESENTATIVES TO SIGN CALIFORNIA
OFFICE OF EMERGENCY SERVICES AND
FEDERAL EMERGENCY MANAGEMENT AGENCY
DOCUMENTS ON BEHALF OF THE CITY
WHEREAS, following the 1994 Northndge Earthquake, the City of Santa Monica
requested State and Federal reImbursement for expenses to be Incurred In carrying out
seismiC upgrading of a number of municipal facIlities, Including Parking Structures 1,3 and
6. the Santa Monica CIVICAudltonum, Main Library, City Hall, Police Building, Ken Edwards
Center. and non-structural hazard mitigation for vanous City bUIldings, and
WHEREAS. the City has since received approval of partial seIsmiC upgrade funding
under the Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant
Program. and
WHEREAS. In order to receive this grant fundIng, FEMA and the California Office
of Emergency Services (OES) require the City to adopt a resolution deSignating official
representatives of the City for purposes of signing official documents relating to the Hazard
Mitigation Grant Program.
NOW. THEREFORE. THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS
SECTION 1 John Jaltll. City Manager, Susan McCarthy, ASSistant City Manager,

and Katie LIChtlg. Assistant to the City Manager for Management ServIces, are hereby
designated as official representatives of the City for the purpose of signing City documents
related to the Hazard Mitigation Grant Program
SECTION 2 The City Clerk shall certify to the adoption of thiS Resolution and
thenceforth and thereafter the same shall be In full force and effect
