up to $20,025 In Grant Fundmg as Reimbursement for Increased
Enforcement Costs
INTRODUCTION
ThiS report recommends the City Council adopt a resolution authorizing Police Department
participation m a multI-agency task force sponsored by the California Highway Patrol
(CHP), the reCIpient of a Traffic Safety COrridor grant awarded by the Callforma Office of
Traffic Safety (OTS) ThiS effort will mcrease traffic law enforcement along the Pacific
Coast Highway COrridor.
BACKGROUND
As a major thoroughfare, State Route 1 (SR-10r Pacific Coast Highway) serves as a
commute route to and from the westslde and Downtown Los Angeles, provides beach
access, and IS a popular tOUrist destmatlon In and of Itself The mixture of vehicles, diverse
dnvlng patterns, and tranSitions between roadway environments on SR-1 combine to
produce a heightened probability of senous traffic collisions While several different public
safety agencIes have an Interest In or obligation to ensure safety along thiS corndor, each

agency tends to work mdependently wlthm Its area of responsIbIlity based upon what It
perceives as the problem
DISCUSSION
In order to cohesively approach traffic safety, a task force Will be formed consisting of
representatives from governmental, regional, local, and private entities such as the Office
of Traffic Safety, area law enforcement, the Callforma Department of Transportation,
emergency medical services, City and county road departments, local planning
commIssions, and business associations Overall, the California Highway Patrol's State
Route (SR)~ 1 Traffic Safety Corridor Project Will provide for enforcement, support
personnel overtime, allied agency overtime, task-force meeting costs, and promotional
matenals for a public awareness campaign AddItionally, by combining the eXisting
resources of the task force membership, augmented by grant fundmg, a comprehensive
campaign will be conducted which incorporates the baSIC elements of traffic safety
awareness education, enforcement and roadway environment
Staff proposes that the Santa Momca Police Department's Involvement In the project
Include mcreased enforcement along the stretch of SR-1 wlthm the CIty'S boundanes
Consistent with grant requirements, grant funds would be used to pay only those costs
assOCiated wIth the overtime salary of motorcycle pollee officer(s) who are speCifically
assigned SR-1 enforcement dutIes All overtIme salary expenditures are to be reimbursed
to the City by agreement with the CalifornIa Highway Patrol A tracking system will be
established for the purpose of mOnltorrng expenditures related to program operation

BUDGET/FISCAL IMPACT
For the purpose of maximIzing the value of the grant funds, only police officers having the
reqUIsite traffic enforcement training and experience will be eligible to participate In this
program The maximum amount of grant funding available to the City IS $20,025, an
amount which will provide approximately 405 hours of Police Traffic Officer enforcement,
on an overtime baSIS, along the City's stretch of SR-1
Presuming the program beginS May 1999, the labor costs for the remaining period
remaining In FY 98/99 would be $5,006 Were the program to be operated through the
grant expiration penod In March 2000, In FY 99100, antIcipated labor costs are projected
at $15,320, a figure which assumes police safety employees receive a 2% cost of liVing
adjustment for FY 99/00 Total labor costs for thiS project In both FY 98/99 and FY 99/00
are projected to equal $20,326. In addition to personnel costs, program expenditures
pnmanly involve equipment maintenance and miscellaneous costs for gasoline and other
expendable supplies
It IS anticipated that police officers partIcipating In thiS program will Issue some CitatIons for
each hour of traffic enforcement time provided under thiS program, which Will result In the
collection of approximately $6,877 in FY 1998-99, and $20,698 in FY 1999-00
To Implement the Pacific Coast Highway Corridor Grant program, the follOWing FY 1998-99
budget changes are necessary. The FY 1999-00 Proposed CIty Budget WIll reflect the
appropriate expenditure and revenue amounts

salary costs Incurred durmg FY 98/99 (May and June) program operation
2 I ncrease the revenue budget by $6, 877 at 01-300-304-00000-0073-1 0000 to reflect
anticipated vehIcle citation revenue
RECOMMENDATION
Staff recommends the City Council
1 Adopt the attached Resolution approving Police Department partIcipatIon In the
California Highway Patrol's (CH P) State Route (SR)-1 Traffic Safety Corndor Project
and receipt, via 1he CHP, of the California Office of Traffic Safety grant funds as
reimbursement for that partIcipation, and
2 Approve the budget changes descnbed herein.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
AUTHORIZING SANTA MONICA POLICE DEPARTMENT PARTICIPATION IN A
MUL TI-AGENCY TASK FORCE SPONSORED BY THE CALIFORNIA HIGHWAY
PATROL (CHP) FOR THE PURPOSE OF INCREASING TRAFFIC ENFORCEMENT
ALONG THE PACIFIC COAST HIGHWAY CORRIDOR AND RECEIVING GRANT
FUND REIMBURSEMENT FOR THE COSTS OF THE INCREASED ENFORCEMENT
WHEREAS, grant funds are available for Fiscal Year 1998/1999 and Fiscal Year
1999/2000 from the CaliforOla Highway Patrol (CHP) State Route (SR) -1 Traffic Safety
COrridor Project for the purpose of increasing traffic enforcement along that part of the
Pacific Coast Highway COrridor In the City of Santa Monrca, and
WHEREAS, this purpose can best be served In Santa Momca by seeking
reimbursement from the California Highway Patrol for those overtime salary costs directly
related to the Increased traffic enforcement occurring along PaCific Coast Highway in the
City of Santa MOnica,
NOW, THEREFOREt THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council authOrizes the City Manager, or his or her designee,
to negotiate and enter Into a partiCipation agreement With the California Highway Patrol
for the reimbursement of salary costs related to the Increased traffic enforcement along the

Pacific Coast Highway corridor in the City of Santa Momca In an amount not to exceed the
amount of the grant funds authorized by the California Office of Traffic Safety under the
State Route (SR) -1 Traffic Safety Corndor Project
SECTION 2 The City of Santa MOnica acknowledges and resolves that any liability
arising out of the performance of th IS Participation Agreement WIth the California Highway
Patrol. Includmg cIvil court actions for damages, shall be the responsibility of the end
reCipient and the authorizing agency and that the State of California, the California Office
of Traffic Safety, and the California Highway Patrol disclaim responsibility for any such
lJablhty
SECTION 3. The City further acknowledges and resolves that the grant funds
received as reimbursement shall not be used to supplant expenditures controlled by thiS
body
SECTION 4. The City Clerk shall certify to the adoption of thiS Resolution, and
thenceforth and thereafter the same shall be In full force and effect
