Green Llghts Energy Efflclency Program
INTRODUCTION
ThlS report requests that Clty CauDcll authorlze the Clty Manager
to negotlate and execute a Memorandum of Understanding (MOU) wlth
the Envlronmental Protectlon Agency's (EPA) Green Llghts Program,
a voluntary pollutlon preventlon and energy efflclency program.
DISCUSSION
Green Llghts lS a voluntary program that helps partlclpants
ldentlfy and take advantage of cost-effective opportunltles to
lmprove llghtlng efficlency, thereby reduclng electrlc power plant
emlSSlons. Llghtlng accounts for 20 to 25 percent of all
electrlclty sold In the Unlted States. Installatlon of efflcient
llghtlng ln the U.s. would save over 65 milllon kl10watts of
electrlclty, reducing the natlonal electrlc blll by $16 bllllon
per year. Efflcient llghtlng results In reductlons of carbon
dioxlde, sulfur dloxlde/ and nltrogen oXldes equlvalent to 12
percent of all u.s. utlllty emissions, curbs smog and aCId raln,
and helps to slow the greenhouse effect.

Santa Monlca's Sustalnable Clty Program has establlshed a target
to reduce overall energy usage In the Clty 16 percent by the year
2000. To achleve thls ambltlOUS goal, the Clty wlll need to
ldentlfy methods and lncentlves to asslst Santa Monlca commerClal
and lnstltutlonal buildlngs In audltlng thelr facllltles and
retroflttlng wlth energy efflClent llghtlng. The Green Llghts
Program lS an opportunlty to facllltate achlevement of that goal.
By embarklng upon a complete llghtlng retroflt program for Clty
facllltles, the Clty wlll set the standard for the broader
corrrrnunl ty .
BUDGET/FISCAL IMPACT
There lS no lmmedlate budget lmpact from enterlng lnto a
Memorandum of Understandlng wlth the EPA's Green Llghts Program.
If the Clty flnds that It lS cost-effectlve to retroflt the
llghtlng syst~~s In addltlonal facllltles, the actual retroflt
costs wlll be requested at a future date.
RECOMMENDATIONS
It is recomwended that Clty CounCll authorlze the Clty Manager to
negotiate and execute a Memorandum of Understandlng (MOD) wlth the
Envlronmental Protection Agency's (EPA) Green Llghts Program, a
