SUBJECT: Recommendation To Author~ze the City Manager to Negotiate
and Execute a Memorandum of Understanding between the
Southern California Association of Governments (SCAG) and
the city of Santa Monica Supporting SeAG's Membership in
Department of Energy Clean cities Program.
INTRODUCTION
Th~s staff report requests that the city Council authorize the city
Manager to negotiate and execute a Memorandum of Understanding
(MOU) between the city of Santa Monica and the Southern California
Association of Governments (SCAG) supporting SCAG's membership in
the u.S. Department of Energy's Clean C1ties Program.
BACKGROUND
On May 5, 1994 SeAG's Regional Council voted to seek designation as
a member of the u.S. Department of Energy's Clean cities Program.
The Clean Cities Program lS a voluntary federal program designed to
accelerate and expand the use of alternative fuel vehicles in urban
communitles and to provide refuellng and maintenance facilities for
their operation. SeAG has recently asked the city of Santa Monica
to join ,."i th other clties In the reglon to show support for the
Clean Cities Program by enterlng 1nto an MOD which will be
transmitted by SCAG to the Department of Energy.

SCAG is seeking this designatlon ln order to help streamline the
process by which a local government receives a IIClean Cityll
designation and provide local governments the following specific
services:
- Distribution of lnformation on alternative fuel vehicle
purchase opportunltiesj
- Access to available state and federal funds and grants;
- Greater purchasing capacity and efficiency for public and
private sector fleet purchases; and
- Guidance and asslstance to public and private sectors who
wish to purchase alternative fuel vehicles and deploy
other advanced transportation technologies.
It is intended that the MOD w~ll be in effect for five years and
that at the end of five years it Ylould be subject to renewal.

Department of Energy, the Clty and SeAGo The City Attorney has
reviewed and approved the MOD.
SCAG is asking the city of Santa Monica to enter into this MOU in
order to work ln a coordinated manner to accompllsh the following
objectlves:
1. Promote and accoffinodate the acquisition and use of
al ternati ve fuel vehicles, change local and state laws to
facilitate alternative fuel vehicles and establish
refuel~ng sites and service facilitles;
2. Provide asslstance in the collection and analysis of
envlronmental, economlC and performance data on
alternative fuel vehicle use and experience and
distribute informatlon regardlng alternatlve fuels and
vehicles;

3. Work with SCAG and public/pr1vate organizations such as
the Southern Californl.a Economic Partnership to encourage
engine manufacturers and alternative fuel producers to
develop vehicles and infrastructure that meet local and
regional needs; and
4. Develop appll.cations for funding from state and federal
governments or other appropriate sources to sustain the
objectives of the program.
BUDGET/FINANCIAL IMPACT
There is no budget or fiscal iMpact associated with approving the
MOU between the city of Santa Monica and SeAGo
RECOMMENDATION
It is recommended that the city Council authorize the city Manager
to negotiate and execute an MOD between SCAG and the City of Santa
Monica which w1.1I enable SCAG to demonstrate to the Department of
Energy that the City of Santa I'1onica supports the Clean cities
designation.
