SUBJECT: Award of Contract for the Installation of Ballfield
L1ghts at John Adams Middle School
Introduction
Th1S report recommends that the City Council award a contract for
the installation of ballf1eld lights at John Adams Middle School to
Electro Construction Corporation, the lowest responsible bidder, 1n
the amount of $99,700.00
Backqround
During the FY 1993-94 budget process, the C1ty Council approved
funding for the installat10n of ballf1eld llghts at John Adams
Middle School. The C1ty is responsible for scheduling the fleld on
weeknights and weekends, and also maintaining the field lighting.
Th1S lighting provides illumination for various field games
lncluding baseball, softball and soccer. The work has been
approved by the School District and the Office of the State
Architect. The existl.ng lncandescent lighting system is
deterl.oratedi requlres frequent repair; does not produce sufflcient
lighting for current USesi and 1.S not energy-efficlent. The work
proposed includes replac1.ng the ent1.re twelve pole lighting system
wlth an energy efficlent system that provldes better illumination

A Notice Inviting Blds was published on September 29 and 30, 1994
in The Outlook, as well as in four constructlon journals. In
addition, bidding documents were sent to SlX disadvantaged business
enterprise (DBE) assoclations. Bidding packages were requested by
fifteen (15) contractors. The City ClerkTs office received three
(3 ) sealed bids, which were publicly opened and read aloud on
October 31, 1994 by the Deputy City Clerk.

The lowest responsible bidder, Electro Constructlon Corporation,
supplied the City with three references and all references reported
that the contractor1s work was satisfactory. The State
Contractor's License Board verified that the Contractor's license
is current, active and in good standing.

Recommendation
It is recommended that the City Council:
1. Award a contract for the installation of ballfield l~ghting at
John Adams M~ddle School to Electro Construction Corporation,
the lowest respons~ble bidder, ~n the amount of $99,700.00;
2 . Authorize the C~ty Engineer to issue any necessary change
orders to complete addit~onal work ~n conformance w~th the
Administrative Instruction on change orders.
