SUBJECT: Award of Contract to Install a New Roof at the Solid
Waste Building and at the Water and Wastewater's
Enclosed Storage Areas at Clty Yards
Introductlon
This report recommends that the Clty Council award a contract for
the installatlon of a new roof at the Solid Waste building and at
the Water and Wastewater's enclosed storage areas at City Yards to
Eberhard Complete Roofing and Waterproofing Company, the lowest
responslble bldder, in the amount of $65,696.00.
Backqround
During the FY 94/95 budget process, the City Councll approved
funding for the installation of a new roof at the Solid Waste
building and at the Water and Wastewater's enclosed storage areas.
These roofs leak extensively, are deteriorated and patch repairs
are no longer economlcally feasible. In the past, raln leakage has
resulted in ID2nor property damage.
A Notice Invit2ng Blds was publlshed on October 27, 1994 in The
Outlook, as well as 2n four construction Journals. In addition,
bldding documents were sent to six woman/minority business
enterprise associations (WMBE). Bidding packages were requested by
21 contractors. The City Clerk's office recelved 8 seOlCd, ~i;4

which were publicly opened and read aloud on November 14, 1994 by
the Deputy City Clerk. The bid results were as follows:

references reported that the contractor's work was satisfactory.
The State Contractor's Llcense Board ver1fied that the Contractor IS
license is current, active and in good standing.

Recommendation
It is recommended that the City Council:
1. Award a contract for the installation of a new roof at the
SOlld Waste building and at the Water and Wastewater's
enclosed storage areas at City Yards to Eberhard Complete
Roofing and Waterproofing Company, the lowest responsible
bidder, in the amount of $65,696.00;
2. Authorize the City Engineer to issue any necessary change
orders to complete additional work in conformance with the
Administratl.ve Instruction on change orders.
