SUBJECT: Authorizat~on for the C~ty Manager to negotlate and

INTRODUCTION
This report requests authorization for the Clty Manager to negotiate and
execute a contract w~th Willdan Assoc~ates to prov~de staffing to manage
the Multifamlly Earthquake Repa~r Loan Program.
BACKGROUND
On September 13, 1994, C~ty Counc~l approved the establ~shment of the
Mult~family Earthquake Repair Loan program, wh~ch ~s a federally funded
program to aSslst 1n repa~r of multifam~ly rental hous~ng damaged by the
Northrldge-Reseda Earthquake, and authorized funds for program loans,
technlcal ass~stance and adm~n~stratlve purposes.
In order to lmplement the program as qu~ckly as posslble and to ensure
that tralned, qualified personnel are ava~lable to coord~nate the
program from ~ts start-up, ~t 1S proposed that a contract be negot~ated
w~th W1l1dan ASsoclates to provlde temporary, professlonal staff
experlenced in federal, state and local housing programmlng POlley for a
period of three to twelve months at a cost not to exceed $206,400.

temporary bas~s to c~t~es and other governmental agenc~es. Its current
staff of 377 profess~onals prov~de consulting serv~ces to over 400
publ~c and pr~vate clients. w~lldan operated the Disaster Recovery Unit
established by the County of Santa Cruz follow~ng the Lorna Pr~eta
Earthquake of 1989 and the Community Development and Restorat~on Center
organ~zed by the Clt1es of Oakland and Berkeley 1n the aftermath of the
East Bay Hills F1restorm of 1991. In addit~on, the firm provlded staff
to the C~ty of Santa Mon~ca lmmediately after the Northridge earthquake
to asslst the Eng~neer~ng D1V~Slon 1n damage assessment and fac~lity
safety ~nspect~ons. W~lldan personnel are currently support~ng
earthquake recovery efforts by perform~ng plan checklng tasks for the
Plann1ng and zon1ng and the BU11d~ng and Safety D1V1S1ons.
BUDGET/FINANCIAL IMPACT
Program adm~n~strat~ve costs of $154,052 are budgeted ~n account number
20-700-695-00000-4463-00000 and $484,748 ~n account number 20-700-695-
00000-4473-00000.
RECOMMENDATION
It 1S recommended that the C1ty Counc~l author~ze the C1ty Manager to
negotlate and execute a contract w~ll wllldan Assoc~ates at a cost not
to exceed $206,400 to provlde stafflng to manage the Multifamlly
Earthquake Repair Loan Program.
