and Execute a Contract with Arthur D. Little, Inc. ,
Consulting Englneers, for a SOlld Waste Assessment Test
(SWAT) study of the City of Santa Monica Landfill at the
City Yards in an amount not to exceed $230,000 and
appropriate $62,320 from the Water, Wastewater and Refuse
Funds
INTRODUCTION
This report recommends that the City Council authorize the City
Manager t~ negotiate and execute a contract with Arthur D. Little,
Inc. , Consulting Engineers, for a solid waste assessment test
(SWAT) study of the City of Santa Monica landfill in an amount not
to exceed $230,000. It is also recommended that $62,320 be
appropr1ated from the Water, Wastewater and Refuse funds to pay for
a portion of the study costs.
BACKGROUND
One of the City.s currently budgeted capital projects is the
implementation of a landflll compliance and gas recovery
feasibility study for the old City landfill located at the City
Yards, 2500 Michigan Avenue.
The purpose of this study is to bring the City's landfill
facilities, which were closed in 1970, into compliance with State
regulatory requlrements. The Calderon Act requires that a Solid
Waste Assessment Test (SWAT) study be performed to characterize

posslble contamlnation of surface and ground waters, soil, and air
at landfllls. Also, Art~cle 5, Subchapter 15, T~tle 23 of the
Californla Code of Regulatlon requ~res ground water monitoring
programs for closed landfills. The Regional Water Quallty Control
Board oversees compliance with these regulatlons.
The study will provlde the Clty wlth informatlon on the degree of
rl.sk, if any, posed to the environment by the refuse buried in the
landfill as well as provide a preliminary design for a gas
collection system to mit~gate any nuisance landfill gas production
discovered during the study. The study should take 18 months to
complete.
A contract to complete thlS study was previously awarded to Dames
and Moore, Consultlng Eng1neers. In consultation with the C~ty
Attorney's office, this contract to Dames and Moore was terminated.
The prlmary reason for termlnation of the current contract was
Dames and Moore's failure to conduct a potential conflict of
interest check prior to accepting a slmilar consulting contract
with a private property owner immedlately adjacent to the Clty Yard
site.
DISCUSSION
Arthur D. Little, Inc. has provided prlor environmental assessment
services to the City on several s1tes. In conducting these
services, the f1rm has demonstrated exceptional experience and

sklll in conjunction with an understandlng of the sensitive nature
of such activlties.
Due to their prior successful City experience; thelr recognized
knowledge and sk1l1 in performing these types of studles for
numerous prior clients; their expert witness capability ln the area
of environmental site characterlzationi and the City's need to
engage a new consultant promptly to undertake this State-mandated
work, staff recommends awarding of a contract to A. D. Llttle, Inc.
In order to award the contract to A. D. Llttle, Inc. , an additional
$62,320 needs to be appropriated from the Water, Wastewater and
Refuse funds.
