FY 1993-95 at Various City Locatlons
Introduction
This report recommends that the Clty CounCll award a contract for
Water Maln Replacements at various Clty locations to P & J Utllity
Company, the lowest responslble bidder, ~n the amount of
$1,103,310.
Backqround
During the FY 1993-94 and 1994-95 budget processes, the City
Council appropriated funds for water ma~n replacements at various
locatlons in the City. The proJect will replace water mains WhlCh
have deterlorated due to age and corrOSlon and upgrade water main
sizes. The proposed locat~ons are recommended for replacement ~n
the Clty'S Water Main Master Plan prepared by the Utlllties
Division.
A Notlce Invltlng B~ds was published on November 8 and 9, 1994, in
The Outlook, as well as ln flve construction Journals. Bidding
documents were sent to SlX women/minority bUSlness enterprlse
associations (WMBE) . Blddlng packages were requested by 26
contractors. The City Clerk's office recelved nine sealed bids

On December 5, 1994 the sealed bids were publicly opened and read
aloud by the Deputy Clty Clerk.
The bld results were as follows.

The bld by P & J Utility Company is $293,920 lower than the second
low bidder. ThlS dlfference In prlce lS prlncipally due to low
unit prices for 8" and 12" ductlle lron plpe. Staff requested and
has received a wrltten statement from P & J verlfYlng that the unit
prices quoted ln the bld are correct and that they have not made
any calculation errors. P & J Utlllty Company stands by lts bld
price.
The lowest bldder, P & J Utlllty Company, supplled the Clty wlth
references and all references reported that the con~ractorls work
was satlsfactory. The State Contractors' License Board verified
that the Contractor's Llcense 18 current, actlve and In good
standing.

2 . Authorize the City Engineer to issue any necessary change
orders to complete add~t~onal work ~n conformance with the
Admlnlstratlve Instructlon on change orders
