INTRODUCTION
This report transmits for City Council approval a-Final Map for the
following Tenant-Participating Conversion proJect:

BACKGROTJND
The City Planning Commission approved the TentatJ.ve Map and the Ten-
ant-participating Conversion for the above project on January 5,
1994, after a public hearing and a careful review of the record and
staff recommendations. The actlon of the Plannlng CommissJ.on was
based on the Commissionts findlngs that the proposed Tenant-
Partlcipating ConverSlon meets the requ~rements of Article XX of the
City Charter and that the proposed subdivision is consistent with
applicable general and specific plans as adopted by the C~ty of
Santa Monica along with all mandatory requirements of the
Subdivision Map Act of the State of CalifornJ.a.

The owners have subm1.tted to the C1.ty a Written Consent Agreement
blndlng the owners and any successors ln lnterest to each condition
lmposed ln connection wlth approval of thlS Tenant-Participatlng
ConverS1.on. Th1.s Wrltten Consent has been approved by the City
Attorney and the Clty Manager Each participating tenant has been
informed ln writing of his or her rlghts under Artlcle XX of the
Clty Charter. The Llcense D1V1S1.0n reports that proper arrangements
have been made to ensure payment of the Tenant-Participating
ConverSlon Tax
The Flnal Map conforms to the Tentative Map. The Flna::" Map has been
certified by the Clty Englneer for conformance wlth the Tentatlve
Map and condltlons thereon, the Subdlvlslon Map Act and local
ordlnances The Clty Attorney's office has approved a Declaratlon
of Covenants, Condltlons, and Restrlctlons, or equlvalent document,
for thlS proJect as complYlng wlth the conditions of the Tentatlve
Map and the Tenant-Participating ConverSlon.
Council approval of a f1.nal map for a Tenant-Partlclpatlng
ConverSlon represents one of the last steps necessary in the
converSlon process. Following City Councll actlon and approval by
the Callfornia Department of Real Estate the appllcants may begin
selllng thelr units to the tenants As each unit 1.S sold a
converS1.on tax per Sectlon 2008 of Art1.cle XX is due ln an amount
equal to twelve times the monthly maXlmum allowable rent for that
unlt These taxes wlll be used to assist low and moderate lncorne

households to purchase or lmprove thelr unlts subject to affordable
repayment per Sectlon 2009 of Artlcle xx.
BUDGET/FISCAL IMPACT
The recommendation presented ln thlS report does not have an lmmedl-
ate budget or flscal ~mpact. If and as unlts ln the proJect are
sold ln the future, Tenant-Participating ConverSlon Taxes wlll be
collected pursuant to the prOV1Slons of Artlcle XX of the City
Charter and some increased property tax revenues may be generated.
RECOMMENDATION
It is respectfully recommended that the Final Map for this Tenant-
Participating Conversion be approved by adoption of the accompanying
resolution.

A FINAL SUBDIVISION MAP FOR TRACT NO.51788
AT 752 NINETEENTH STREET/1821 MONTANA AVENUE
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS
FOLLOWS.
SECTION 1. That the Flnal Map for Tract No.5178B ln the City
of Santa Monlca hereby 18 accepted and approved.
SECTION 2. That the Clty Clerk hereby 18 authorized and
dlrected to endorse upon the face of sald Map thlS order
authent~cated by the Seal of the City of Santa Monlca.
SECTION 3. That the Clty Clerk shall certlfy to the adoptlon
of thlS Resolutlon, and thenceforth and thereafter the same shall
be 1n full force and effect.
