BACKGROUND
In the aftermath of the January 17, 1994 earthquake, City Council
passed Ordinances 1737 (CCS) and 1748 ( CCS) , which requlre the
seismic evaluation and upgrading of critlcal facilitles and
potentially hazardous bUllding types.
All of the buildings llsted in thlS report suffered damage ln the
recent earthquake and subsequent aftershocks. The damage to
Parking Structure Nos 2, 5, 7 and 8j the Transportatlon
Admlnlstration and Malntenance buildlngsj and the Main Llbrary, was
severe enough to warrant closure of portions of the entlre buildlng

until temporary structural supports and/or repairs could be
designed and installed This work was completed and these
facilltles have been re-opened.
The scope of work for thlS phase of the proJect is to undertake
structural analysis of these facilities and propose repa1r and
upgrade alternatives to ensure safe and fully functional facllities
1n the event of an earthquake of slm1lar magnitude to the
Northrldge event and the three most probable future earthquakes
ident1fled 1n the City's completed Master Env1ronmental Assessment
( MEA) document. Th1S process w1II ensure compllance with the
appl1cable ordinances and Federal Emergency Management
AgencyjOff1ce of Emergency Serv1ces (FEMAjOES) funding
re1mbursement guidel1nes As part of their scope of work, each of
the three f1rms recommended for contract award will conduct "peer
reV1ewstl of one of the other firms' des1gns to ass1st 1n provid1ng
the C1ty with the best structural eng1neering analys1s and
recommendations.
DISCUSSION
A Request for Qual1fications (RFQ) was issued July 26, 1994.
Responses were submitted by 17 f1rms. The RFQ was evaluated by a
reV1ew committee whlch included the City Eng1neer, the BUllding
Officer and two C1V1I Engineers. The reV1ew committee selected
three of the 17 firms as finalists. These three firms were 1nvited
to make a presentation before the commlttee to demonstrate their
past performance, technical and manager1al expertlse, and ab1lity
to fulfill the scope of work ident1f1ed in the RFQ.

The review committee recommends selectlon of Holmes & Narver of
Orange, California, EQE Internatlonal of Irvlne, Callfornlai and
KPFF Consulting Engineers of Santa Monica, California to evaluate
the respective set of the 17 Ci~y-owned facilities. All three
firms supplled the Clty wlth references which confirmed that each
lndlvldual consultant's past work was satlsfactory.
BUDGET/FINANCIAL ANALYSIS
It is expected that a large percentage (up to 97 5%) of these
expendltures wlll be reimbursed by the Federal Emergency Management
Agency (FEMA) and the State Office of Emergency Services (OES) .
The non-reimbursable percentage will need to be financed from City
funds. At this time, however, budgets for the total cost of this
work need to be established at the following account numbers in the
amounts lndlcated:

RECOMMENDATION
It is recommended that the City CounC11:
1 Authorize the City Manager to negotiate and execute
Profess1onal Services contracts with Holmes & Narver, EQE
Internat1onal, and KPFF Consulting Engineers as set forth
above.
2. Authorize the City Engineer to 1ssue any necessary change
orders to complete add1t10nal work ln conformance w1th the
Administratlve Instructions on Professional Services Change
