SUBJECT: Recommendation to Award a Contract to Sterndahl
Enterprises, Inc. for Striping and Signing
Modifications: Montana Avenue from 7th street to 21st
street; Ocean Park Boulevard from Barnard Way to
Lincoln Boulevard
INTRODUCTION
This report requests that the City Council award a contract ln
the amount of $40,580.00 to Sterndahl Enterprises, Inc. , the
lowest responsible bidder, for striping and signing modifications
along Montana Avenue from 7th Street to 21st Street, and along
Ocean Park Boulevard from Barnard Way to Lincoln Boulevard.
DISCUSSION
In August, 1994, the Clty Councl1 approved the implementation of
and the appropriation of funds for the restriping of Ocean Park
Boulevard between Barnard Way and Lincoln Boulevard and Montana
Avenue between 7th and 21st Streets.
As directed by the Council, notices will be sent to property
owners, tenants and businesses in the plan area prior to the
start of implementatlon. Implementation of the strlping is

approximately the week of January 2, 1995, and will take
approximately one month to complete.
Following the published advertisements, the bidding package for
the installation of this striping and signing project was
requested by eight (8) contractors. Five (5) bids were received,
and read by the Deputy city Clerk on September 23, 1994. The
bids received were as follows:
Sterndahl Enterprises, Inc. $ 40,580.00
Works striping & Marking Service, Inc. $ 55,000.00
J & P Allen construction (DBE) $ 74,800.00
IPS Services Incorporated $ 74,945.00
Traffic Operations, Inc. $115,936.00
Engineering Estimate $ 80,000.00
Staff has checked the references provided by Sterndahl
Enterprises, Inc. , the low bidder, and found their work to be
satisfactory.
BUDGET/FINANCIAL IMPACT
Funds requ1red: Contract $40,580.00
contingencies (10%) $ 4,058.00
Contract Total $44,638.00
Funds for this project are budgeted in the ClP account, #01-770-
415-20095-8905-99342 (Ocean Park and Montana Restriping).

RECOMMENDATION
It is recommended that the city Council:
1. Award a contract to sterndahl Enterprises, Inc. , the lowest
responsible bidder, in the amount of $44,638.00 for the
installation of striping and signing modifications along
Montana Avenue from 7th street to 21st Street; Ocean Park
Boulevard from Barnard way to Lincoln Boulevard; and
2. Authorize the city Traffic Engineer to issue any change
orders necessary to complete additional work to the extent
of funds available in accordance with the Administrative
Instruction on Change Orders.
