December 13, 1994 Santa Monica, CallfornJ.a DEe 1 3 1994 TO: Mayor and Clty Council FROM: Clty Staff SUBJECT: Recommendation to Award Bid to Furnish and Deliver One (1 ) New 30-foot Flre/Rescue Boat, Bid #2514 Introduction This report concerns award of bid to furnish and deliver one (1 ) new 3D-foot flre/rescue boat for the Harbor Division, Police Department, in the total amount of $159,452.25, includlng applicable sales tax. Backqround In response to publlshed Notlces Invltlng Bids (published September 15th and 16th, 1994) to furnish and deliver one (1) 30-foot fire/rescue boat in accordance wlth City specificatlons, bids were recelved and publicly opened and read on October 13, 1994. Proposal forms were malled to flve vendors and notices were advertlsed in accordance with City Charter and Municlpal Code provislons. One proposal was recelved as follows; Seaway Boat Company $159,452.25 Due to the specialty construction and usage of the flre/rescue boat, staff contacted approxlmately twenty-two (22) boat manufacturers via telephone to determlne whether they would be capable of manufacturing thls V:8:e~ prior to the bid ~c~~ ~ ~ mailed Staff briefly described the Clty'S speclflcations with the potential bidders and only five (5) of the twenty-two (22) boat manufacturers expressed lnterest in receiving the specifications for biddlng. Most boat manufacturers construct the hull portion out of flberglass only. Because of the expected rlgorous usage of the flre/rescue boat, the Clty'S speclflcations were for a wooden and flberglass hull. The wooden beams along wlth fiberglass offer a more durable support for the hull and for the engines and spec laIty equlpment that will be mounted on-board. Also, the wooden beam relnforces agalnst vibratlons and rough sea condltions that can be experienced thus increasing the useful Ilfe expectancy of the fire/rescue boat Other agencl.es that currently use fiberglass boats were contacted prior to the development of the City's speclflcations. The experlence of these agencies was that withln a year of serVlce the fiberglass hull boats required reinforcement of the hull due to continuous vibratlons and rough sea conditions. Drawlng on the experlence of other agencies that have flberglass hull boats in service, staff elected to specify a wooden and flberglass hull construction ln order to avoid any future problems and possible retrofltting later that could prove costly. Staff contacted the "no bld" vendors to inquire why they dld not bid. One vendor could not meet speclflcations on the "beam wldth IT Their maXlmum beam width was 10 feet and Cl.ty speciflcations called for an 11 foot, 10 inch beam width. Another vendor indicated that thlS vessel was too small for thelr capaclty They do produce - 2 - y - wooden/fiberglass hulls but speclalize ln commercial fishlng boats which are of a much larger scale. The other vendor could not meet the City's specificatlons for a wood and fiberglass hull boat. The last vendor never picked up the bid packet, despite staff informlng the vendor more than once that the bld packet was available. Th1S boat wlll replace the Harbor Divislon's current boat which lS 27 years old which requires repairs due to frequent breakdowns. The new boat wlll be used to conduct ocean rescues 1n the "harbor" area and around the Pler. It will be in operation 24 hours/day and can be used for rescues off the Santa Monica beaches when the Lifeguard boat is not in operation (nights/early mornlngs) . Budqet/Flnanclal Impact Flscal Year 1994/95 appropriation authority for thlS purchase is ln the Qfflce of Special Enforcement Divislon, Police Department, account number 01-300-306-00000-8850-00000 ($2,452.25) and Capital Improvement Budget "Replace Harbor Patrol Boat" account numbers 30- 730-305-20095-8900-99414 ($87,000.00) and 11-730-521-20095-8900- 99414 ($70,000.00) .
