and Execute a Contract with HDR Engineering, Inc. to
Des~gn Phase II Improvements to Cloverfield Boulevard
Introduction
This report recommends that City Councll authorize the C~ty Manager

to negotlate and execute a contract wlth HDR Engineering, Inc. to L
design phase II improvements to Cloverfleld Boulevard in an amount
not to exceed $450,000.
Background
On August 11, 1992 the City council cert~fied the F~nal
Environmental Impact Report for the w~dening of Cloverfield
Boulevard from the Santa Mon~ca Freeway (Route 10 ) to north of
Colorado Avenue. This proJect is divided into two phases. The
f~rst phase consists of widening Cloverfield Boulevard from Route
10 to Mich~gan Avenue, freeway ramp work, High Occupancy Veh~cle
(HOV) lanes and assoc~ated right-of-way eng~neering and
acquisitlon. Th~s work ~s pend~ng.
The second phase of th~s project conslsts of widening Cloverfield
Boulevard from Michigan Avenue to north of Colorado Avenue. The
proJect ~ncludes lntersection work along Cloverfleld Boulevard at
Mlchigan Avenue, 26th Street, OlymplC Boulevard, Colorado Avenue

and also the narrowing of 26th Street. The professional serVlces
required for thlS project lnclude street design, traffic slgnals,
street Ilghting, rlght-of-way engineerlng, property appraisals,
property acquisltions and street landscaping Both phases are
scheduled to be completed by July 15, 1996.
Discussion
A Request for Quallflcations (RFQ) was issued soliclting responses
from qualified consulting flrms for the design of the second phase
of this proJect. Thirteen Statements of Qualificatlons were
received and revlewed by a selection committee consisting of staff
members from Envlronmental and Public Works Management and Planning
and Communlty Development Departments. The selection process
included interviews, site ViSlts of prevlous street projects and a
critlcal review and discussion wlth preV10US munlcipal clients.
The selection commlttee recommends HDR Engineering, Inc. of Irvine,
California to perform the engineering services. This Company has
demonstrated a hlgh level of commitment to quality engineerlng,
cost-effective deslgn approaches and accomplishment of complex
engineering proJects on time and withln budget.

Recommendation
