Introductlon
ThlS report recommends that the City Council adopt a resolution
whlch authorizes the Clty Manager to submlt and execute a Used
011 Recycl~ng Block Grant appllcation to the Callfornia
Integrated Waste Management Board.
Background
Currently, the Clty collects used oil from residentlal "dO-lt-
yourselfers" at both the permanent Household Hazardous v-Jaste
Collectloh Facillty at 2500 Mlchlgan Avenue and Vla the curb-slde
recycllng program. In addition, 10 local buslnesses accept used
motor oil for recycllng free of charge. The waste 011 recycllng
program helps to ensure that oil is not improperly disposed of in
the solid waste stream or dumped ln a storm drain.
In order to lDcrease public awareness about these recycllng
opportunltles, staff has ldentlfied a state fundlng source for a
comprehensive waste all public education program. The Californla
Integrated Waste Management Board (CIWMBlawards Block Grants to

Clty applled for and received two such grants totaling $51,251.
These funds are belng used to mount a broad informatlonal
campaign hlghllghtlng the many options available to residents for
recycllng used motor oil. ThlS year cltles may request up to
$0.314 for each resident in lts ]urlsdlctlon. Santa Monlca,
therefore, may request up to $28,197.
Two non proflts with significant outreach experience wlll work
wlth City staff to lmplement the terms of thlS year's grant. The
Center for EnVlrODmental Educatlon, based ln Paclflc Palisades,
will help coordlnate a program to train selected Santa Monica
high school students to present lnformation on the lssues
surroundlng used mOLor oil. Presentatlons wlll target hlgh
school science and auto shop classes. The Latino Resource
Organlzatlon, based ln Santa Monlca, will develop a Spanlsh
language radlo PSA, organlze and dellver five communlty based
presentations, and orchestrate a community/medla event
hlghllghtiug the lmportance of the proper disposal of used motor
oil.
Discussion
The appllcatlon package must lnclude an approved resolution from
the applicant's goverulng body authorizing submlttal of the grant
appllcatlon and ldentlfYlng the lndlvldual authorized to execute
all necessary appllcatlons, contracts, agreements and amendments
to carry out the Ob]ectlves speclfled In the application.

Adoption of the attached resolutlon will satisfy this
requlrement.
Flnancial/Budget Impact
Upon approval of this grant, the following budget changes wlll be
made: lncrease appropriatlon ln account number 31-500-662-00000-
5602-00000 by $28,197 and increase revenue estlmate in account
number 31-500-662-00000-0318-10000, Used 011 Recycl::..ng Grant, by
$28,197.
Recommendation
Staff requests that the City Council adopt the attached resolutlon
authorlzlng the Cl ty Manager to submlt and execute a Used 011
RecycliGg Block Grant application to the California Integrated
Waste Management Board.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
AUTHORIZING THE CITY MANAGER TO SUBMIT AND EXECUTE A USED OIL
RECYCLING BLOCK GRANT APPLICATION TO THE CALIFORNIA INTEGRATED
WASTE MANAGEMENT BOARD
WHEREAS, the people of the State of California have enacted
the California oil Recycling Enhancement Act that provides funds
to cities and counties for establishing and maintaining local
used oil collection programs that encourage recycling or
appropriate disposal of used oil; and
WHEREAS, the California Integrated Waste Management Board
has been delegated the agency responsible for the adrninlstration
of the program withln the state, for setting up necessary
procedures governlng applicatlon by cities and counties under the
program; and
WHEREAS, said procedures establlshed by the Callfornla
Integrated Waste Managewent Board require the appllcant to
certify by resolutlon the approval of applicatlon before
submisslon of said application to the state; and
WHEREAS, the applicant will enter into an agreement with the
state of Callfornia for development of the proJect;
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
1. The City council of the city of Santa Monica authorizes
the submittal of an application to the Cal~fornla Integrated
Waste Management Board for a 1994/95 Used oil Recycllng Block
.
Grant. The city Manager or his designee of the City of Santa
Monica is hereby authorized and empowered to execute in the name
of the City of Santa Monica all necessary appllcations,
contracts, agreements and amendments hereto for the purposes of
securing grant funds and to implement and carry out the purposes
specified in the grant application.
2. The city Clerk shall cert~fy to the adoption of this
Resolution, and thenceforth and thereafter the same shall be in
full force and effect.
