Twenty-One (21 ) New Transit Buses and M1scellaneous
Parts, Bid #2507
Introduction
This report concerns award of b1d to furnish and del1ver twenty-one
(21) new 40-foot clean-dlesel buses, and mlscellaneous parts, ln
the total amount of $4,969,979.50.
B~ckqround
In response to published Notices Inv1ting B1ds (pub11shed July 28
and 29, 1994) to furnish and de11ver twenty-one ( 21) new 40-foot,
clean-diesel translt buses, in accordance w1th City spec1fications,
blds were rece1ved and publicly opened and read on August 29, 1994
Proposal forms were malled to four (4) vendors and notices were
advert1sed in accordance w1th C1ty Charter and Municipal Code
prov1s1ons. One proposal was received as follows:

Because only one bid was rece1ved, inqu1ries were made to determ1ne
reasons for other manufacturers not b1dding. Two c1ted slgn1ficant
order backlogs that dld not perm1t de11very of buses 1n less than a
year's t1me, wh11e the other ment10ned 1tS extremely heavy bid
schedule. The recent announced withdrawal of a maJor manufacturer
of buses from the business apparently has led to thJ.s imbalance of
manufacturlng capac1ty.
These vehicles w111 replace veh1cles or1ginally purchased 1D 1973
and 1981 The purchase of the clean-d1esel vehicles is cons1stent
with the City's reduced emlSS10ns fuel po11cy. The buses to be
purchased will have the newest clean d1esel engine technology.

These newly-des1gned, 4-cy11nder eng1nes reduce emlssions through
improved internal combustlon engine and catalytic converter
technology, render1ng the diesel particulate trap obsolete. By
comparison to the buses being replaced, these buses will reduce
particulates by almost 90% and other emlSSlons by an average over
70%.
Staff has evaluated the low bld and flnds that it meets City
speclflcations.
Budqet!Financ1al Impact
Funds for the purchase of the veh1cles are in Cap1tal Improvement
Budget IIBus Replacement Program 11 accounts #41-750-658-20094-8900-
99519 ($2,418/077.07) , and #41-750-658-20095-8900-99519
($2,551,902.43) .
Recommendation
It is recommended that the award of Bid #2507 be made to Nova Bus
Corporation 1n the total amount of $4,969,979.50 for twenty-one
(21 ) buses and spare parts.
