INTRODUCTION
ThlS report transmlts for Clty Council approval a Final Map for the

BACKGROUND
The City Planning Commlssion approved the Tentatlve Map and the Ten-
ant-Participatlng ConverSlon for the above project on September 1,
1993, after a public hearing and a careful review of the record and
staff recommendatlons. The actlon of the Plannlng Commlsslon was
based on the CommisSlon's flndlngs that the proposed Tenant-
Participatlng ConverSlon meets the requirements of Article XX of the
Clty Charter and that the proposed subdlVlsion is cons~stent with
applicable general and speciflc plans as adopted by the Cl ty of
Santa Monlca along with all mandatory requirements of the
SubdlvlSlon Map Act of the State of Callfornia.
The owners have submltted to the Clty a Wrltten Consent Agreement
blnding the owners and any successors in interest to each condition

imposed in connectlon wlth approval of th1S Tenant-Partlc1pating
Convers1on. This Wr1tten Consent has been approved by the C1ty
Attorney and the City Manager Each partlc1pat1ng tenant has been
lnformed 1n writing of hlS or her rights under Artlcle XX of the
ci ty Charter. The L1cense Division reports that proper arrangements
have been made to ensure payment of the Tenant-Part1clpatlng
Converslon Tax.
The Flnal Map conforms to the Tentat1ve Map. The Final Map has been
certified by the City Englneer for conformance w1th the Tentative
Map and conditlons thereon, the Subd1v1sion Map Act and local
ordlnances. The City Attorney's offlce has approved a Declaration
of Covenants, Conditions, and Restrictions, or equivalent document,
for th1S project as complying with the conditions of the Tentative
Map and the Tenant-Participating ConverSlon.
Counell approval of a final map for a Tenant-Partlclpating
Conversion represents one of the last steps necessary ln the
conversion process. Following City Councll action and approval by
the Californla Department of Real Estate the applicants may beg1n
selling the~r units to the tenants. As each un1t 1S sold a
converSlon tax per Sectlon 2008 of Article XX lS due in an amount
equal to twelve times the monthly maXlmum allowable rent for that
unlt. These taxes will be used to ass1st low and moderate lncome
households to purchase or improve thelr units subJect to affordable
repaynent per Sectlon 2009 of Artlcle XX.

BUDGET/FISCAL IMPACT
The recommendation presented ln th~s report does not have an immed~-
ate budget or fiscal lmpact If and as units ~n the project are
sold in the future, Tenant-Participatlng Conversion Taxes will be
collected pursuant to the provisions of Artlcle XX of the City
Charter and some ~ncreased property tax revenues may be generated.
RECOMMENDATION
It ~s respectfully recommended that the Final Map for thlS Tenant-
Participating Convers:..on be approved by adoption of the accompanYlng
resolution.

ACCEPTING AND APPROVING
A FINAL SUBDIVISION MAP FOR TRACT NO.51719
AT 1225 WASHINGTON AVENUE
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS
FOLLOWS:
SECTION 1. That the Final Map for Tract No.51719 in the City
of Santa Monlca hereby 15 accepted and approved.
SECTION 2. That the Clty Clerk hereby lS authorized and
dlrected to endorse upon the face of said Map this order
authenticated by the Seal of the City of Santa Monica.
SECTION 3. That the Clty Clerk shall certlfy to the adoption
of thlS Resolution, and thenceforth and thereafter the same shall
be in full force and effect.
