SUBJECT RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO
ENTER INTO AN ANNUAL CONTRIBUTIONS CONTRACT FOR 38
HOUSING ASSISTANCE VOUCHERS AND CERTIFICATES
INTRODUCTION
The Department of Housing and Urban Development (HUD) published a Notice of Funding
Availability (NOFA) In the July 11, 1994, Federal Register The NOFA Informed Housing
Authontres of the avallabrllty of new Vouchers and CertIficates for the SectIon 8 Program
In response to an application filed on August 26, 1994, staff has been notified by HUD of
the awarding of 38 additional Vouchers and Certificates to the City of Santa Momca ThiS
report transmits for adoption a resolution authonzlng the ExecutIVe Director of the HousIng
AuthOrity to enter mto an Annual Contributions Contract (ACe) With HUD for the 38
SubSidies
BACKGROUND
The Santa MOnica Housing Authonty administers two types of federal rental assistance
programs the Section 8 Housing Certificate Program and the Section 8 Housing Voucher
Program Both programs prOVide rental assistance to eligible households As families
relocate, the assistance moves with them rather than being dedicated to the Units Both
programs are based on the tenant paYing 30% of theIr adjusted Income as theIr portIon of

With the Certificate, eligible tenants pay 30% of their Income toward the rent regardless
of the total rent of the unIt The maximum rent for the Unit IS set by the Federal
Government and the Housing Authority IS required to do a rent reasonableness test for the
area MaXimum annual Increases are established by the Federal Government
Certificates are transferable statewide
With a Voucher, an elIgIble tenant IS entitled to a rental subsIdy whIch IS the difference
between 30% of their Income and the actual rent for the Unit Payment standards are
usually adjusted annually to prOVide Increased tenant subsidies to offset rent Increases
Vouchers are transferable to any City with an active HOUSing Authority Insunng the
greatest mobility for Section 8 applicants
The Santa Monica HOUSing Authonty currently has an allocation of 737 Certificates, 225
Vouchers and 152 Emergency Earthquake Certificates
This new authorization prOVides for an additional 28 Vouchers and 10 Certificates, which
represents an additional 38 families that will be assisted
FISCAUBUDGETARY IMPACT
HOUSing ASSistance Payments for Certificate and Vouchers are budgeted In account
number 12-700-695-7734-00000 AdmInistrative costs associated with operating the

program are budgeted In account number 12-700~95-00000-7725-00000 All program
and administrative costs are federally funded Funds for the 38 Certificates and Vouchers
are currently budgeted No additional budget changes are required

A RESOLUTION OF THE HOUSING AUTHORITY OF THE CITY OF SANTA
MONICA AUTHORIZING THE EXECUTIVE DIRECTOR TO ENTER INTO AN
ANNUAL CONTRIBUTIONS CONTRACT (ACC) WITH H U D
WHEREAS, the Department of Housing and Urban Development has awarded the
City of Santa MOnica 28 Housmg Assistance Vouchers and 10 Housing Assistance
Certificates for ItS Section 8 Program, and
WHEREAS, the acceptance of the 38 additional SubSidies IS consistent with the
Comprehensive Housing Affordablllty Strategy (CHAS), for our area of operation,
NOW, THEREFORE, THE HOUSING AUTHORITY OF THE CITY OF SANTA
MONICA RESOLVE AS FOLLOWS
SECTION 1 The Executive Director IS authorrzed to enter Into an Annual
Contrrbutlons Contract with the Department of Housing and Urban Development for 10
Housing Assistance Certificates and 28 HousIng Assistance Vouchers on behalf of the City
of Santa Monica Housing Authorrty
SECTION 2 The Secretary shall certIfy to the adoption of thiS Resolution, and
thenceforth and thereafter the same shall be In full and effect
