Revision 2 to Local Agency/state Agreement 07-5107
for Federal Funds for the Upgrading and
Modernization of Traffic Signals on wilshire
Boulevard between Ocean Avenue and East city Limit
Introduction
This report recommends that the City Council adopt the
attached resolution authorizing the city Manager to execute
Supplement No. 14 Revision 2 to Local Agency/State Agreement
07-5107 for Federal funds for the upgrading and
modernization of trafflC signals on Wilshire Boulevard
between Ocean Avenue and East city Limit.
Backqround
In 1977, the city of Santa Monica and Caltrans entered into
a Local Agency/State Agreement which set forth the
proportionate shares for federally funded
transportation/street projects. As new federally funded
projects for the city of Santa Monica are approved for
construction, supplements to the original agreement must be
authorized by resolution.
The resolution approving Program Supplement No. 14 was
passed by the City Council in October of 1992 for the
upgrading and modernization of traffic signals on wilshire

Boulevard between Ocean Avenue and East City limit.
Originally, the proj ect was entirely funded by Federal Aid
Urban (FAU) monies. However, due to passage of new
legislation, the state of California can now match part of
the new Federal Congestion Management Air Quality (CMAQ)
Funds with state Traffic System Management (TSM) Funds.
This change in the funding sources does not alter the
City's fiscal position or allocation. The current proposed
revision to Supplement No. 14 specifies the sources of funds
(88.53% CMAQ and 11.47% State TSM).
BUdqet/Financial Impact
The recommendation presented in this report does not have
any budget or flscal impact.
Recommendation
It is recommended that the city Council adopt the attached
resolution approving Program Supplement No. 14 Revision 2 to
Local Agency/state Agreement 07-5107 for the upgrading and
modernization of traffic signals on Wilshire Boulevard.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA APPROVING SUPPLEMENT NO. 14 REVISION 2 TO LOCAL
AGENCY/STATE AGREEMENT NO. 07-5107 FOR FEDERAL FUNDS FOR THE
UPGRADING AND MODERNIZATION OF TRAFFIC SIGNALS ON WILSHIRE
BOULEVARD
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Santa
Monica does hereby approve and authorize the city Manager to
execute Program supplement NO. 14 Revision 2 to Local
Agency/state Agreement No. 07-5107 setting forth the
appropriate shares of the cost of the upgrading and
Modernization of Traffic signals on wilshire Boulevard.
SECTION 2. The city Clerk shall certify to the
adoption of this resolution, and thenceforth and thereafter
the same shall be in full force and effect.
