SUBJECT: Recommendation to Award Bid to provide Janitorial
Services for the Transportation Department, Bid #2460
Introduction
This report concerns award of bid to provide janitorial services
for the Transportation Department for a one year period at
specified unit prices and two one-year renewal options.
Background
In response to published Notices Inviting Bids (published June 2
and
3,
1993)
to
provide
janitorial
services
for
the
Transportation Department in accordance with City specifications,
bids were received and publicly opened and read on June 17, 1993.
Proposal forms were mailed to six vendors and notices were
advertised in accordance with city Charter and Municipal Code
provisions. Three proposals were received as follows:

The low bid submitted by Smartt & Associates is non-responsive.
There were several discrepancies in their bid including extra
charges for services which were already in the basic service
specification. When staff called the company for clarification,
their listed work number had been disconnected.
staff has evaluated the bid submitted by Power Building
Janitorial services and finds that it meets city specifications.
BUdget/Financial Impact
Fiscal Year 1993/94 appropriation authority for this purchase is
in the Transportation Department, account number
41-600-651-11201-5501-25315.
Recommendation
Staff recommends Council reject the bid submitted by Smartt &
Associates which was non-responsive and award Bid #2460 to Power
Building Janitorial Services at specified unit prices, as the
best bidder.
