Introductlon
ThlS report recommends that Clty Counell adopt a resolutlon to
authorlze the Clty Manager to submlt and execute a household
hazardous waste grant appllcatlon to the Callfornla Integrated
Waste Management Board (CIWMB).
Background
The Clty currently operates a permanent household hazardous waste
collectlon faClllty, WhlCh lS prlmarlly funded by the SOlld Waste
Management Fund.
In 1987, Assembly Blll AB 2448 establlshed the Callfornla State
SOlld Waste Dlsposal Slte Cleanup and Malntenance Account to
provlde grants to local governments to lmplement household
hazardous waste collectlon programs. As sole sponsor of the
collectlon program In Santa Monlca, the Clty has recelved grant
money for the past two years and contlnues to be ellglble for
fundlng from the grant program.

The Callfornla Integrated Waste Management Board has revlsed the
grant appllcation to requlre the submlsslon of a resolutlon from
each appllcant's governlng body authorlzlng the submlttal of the
grant applicatlon and ldentlfYlng the lndlvldual authorlzed to
execute all necessary appllcatlons, contracts, agreements and
amendments to carry out the purposes speclfled ln the
appllcatlon. The attached resolutlon wlll satlsfy thlS
requlrement.
FlnanClal/Budget Impact
The grant amount to Santa Monlca lS determlned by the number of
grant appllcatlon s submltted to the CIWMB and the populatlon of
Santa Monlca. Staff antlclpates the grant amount for FY 93/94
wlll be slmllar to the FY 92/93 grant of $l2,733.
Upon approval of thlS grant, approprlatlon authorlty at account
number 20-700-695-00000-4413-00000 should be lncreased by the
amount of the grant award, and revenue account number 20-110-462-
00000-0487-10000 should be lncreased and lnterfund transfer
account number 31-700-695-00000-4413-00000 should be decreased by
the same amounts. These budget changes wlll enable the funds
recelved to be transferred to the SOlld Waste Management Fund to
offset already lncurred expenses for aperatlon of the collectlon

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
AUTHORIZING THE CITY MANAGER TO SUBMIT AND EXECUTE A HOUSEHOLD
HAZARDOUS WASTE GRANT PROGRAM APPLICATION TO THE CALIFORNIA
INTEGRATED WASTE MANAGEMENT BOARD
WHEREAS, the Clty of Santa Monlca recognlzes that 1t lS in
the publ1C 1nterest to enact and lmplement an lntegrated waste
management plan to address the state's dlmlnlshlng landflll space
and the potent1al adverse envlronmental lmpacts from 1andf1lllng;
and
WHEREAS, funds have been establlshed by Assembly B111 2448
(Eastln, 1987), and are avallable from the SOlld Waste D1sposal
Slte Cleanup and Maintenance Account 1n the General Fund through
the Callfornla Integrated Waste Management Board for grants to
local governments to estab11sh and lmplement waste dlversion and
separatlon programs to prevent disposal of hazardous waste,
lncludlng household hazardous waste ln SOlld waste landfllls,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
1. The Clty Council of the Clty of Santa Monica authorlzes
the submlttal of an appllcatlon to the Cal1fornla Integrated
Waste Management Board for a Household Hazardous Waste grant.
The City Manager of the C1ty of Santa Mon1ea 1S hereby authorized

and empowered to execute ~n the name of the C~ty of Santa Mon~ca
all necessary appllcat1ons, contracts, and agreements and
amendments hereto for the purposes of securlng grant funds and to
lmplement and carry out the purposes spec~f~ed ~n th~s
appllcation.
2. The C~ty Clerk Shall Certify to the adopt1on of thlS
Resolutlon, and thenceforth and thereafter the same shall be In
full force and effect.
