SUBJECT: Award of Contract for Accessibility Improvements - at
the City Hall, Police station, Main Library, Municipal
Pier, and Civic Auditorium
Introduction
This report recommends that City Council award a contract for
accessibility improvements at the city Hall, Police station, Main
Library, Municipal Pier, and civic AUditorium, to CDAD, Inc. , the
lowest responsible bidder, in the amount of $249,000.00.
Backqround
In accordance with the Americans with Disabilities Act of 1991
(ADA) , the city has initiated a plan for maximum compliance with
ADA requirements at all City facilities. City staff, with the
assistance of the public Community Access Committee (CAC),
determined that the first improvements should occur at the city
Hall, Police Station, Main Library, and the Pier. The work to be
accomplished at these locations includes the installation of new
doors, door hardware, signage, ramps and handrails; restroom
modifications; and drinking fountain modifications.
Two elP projects at the Civic Auditorium involve ADA required
improvements and have been combined with the above project. One 0 f
the projects at the Civic Auditorium consists of the installation

of new partitions and new accessories in the lobby restrooms which
comply with ADA requirements. The other CIP project involves
substantial door and door hardware replacement, including the
storefront doors at the Main Entrance and East Wing, and signage
replacement.
A Notice Inviting Bids was published on May 10 and 11, 1993 in The
Outlook, as well as in several construction journals. Bidding
documents were sent to eight Women/Minority Business Enterprise
(WMBE) associations. Bidding packages were requested by eleven
contractors. The City received six bids, which were publicly
opened and read out loud on June 14, 1993, by the City Clerk. The
bids received were as follows:

The low bidder, CDAD, Inc., supplied the City with five references.
All references reported that the contractor's work was
satisfactory. The state Contractor's License Board verified that
the contractor's license is in good standing.

Recommendation
It is recommended that city Council:
1. Award a contract for the accessibility improvements at the
City Hall, Police Station, Main Library, pier, and civic
Auditorium to CDAD, Inc. in the amount of $249,000.00.
2. Authorize the City Engineer to issue any necessary change
orders to complete additional work in conformance with the
Administrative Instruction on change orders.
