Introduction
ThlS report requests that the City Council award a contract in
the amount of $65,794.00 to TDS Engineering, the lowest
responsible bidder, for trafflc s1..gnal modificatlons and
interconnect along Pico Boulevard and Ocean Park Boulevard.
Discussion
In December, 1992, the Los Angeles County Board of Supervisors
approved Aid-to-Cities (ATC) fundlng ln the amount of $111,638
for signal improvements in the Clty of Santa Monica. The Clty
had requested this allocation for a project to purchase the
city's computerized traffic signal hardware and software and
improve the traffic signal systems on Pico Boulevard and Ocean
Park Boulevard. To date, the ATe funds have been used to
purchase computers, software, and traffic signal controllers.
This proj ect will improve the traffic signal systems along Pico
and Ocean Park Boulevards and tie these streets into the
computerized traffic signal system.

Followlng the publlshed advertisements, the biddlng package for
the installation of these signals was requested by seven (7)
contractors. Five ( 5) blds were received, and read by the Deputy
Clty Clerk on November 2 I 1993. The bids received were as
follows:
TDS Englneering $ 65,794.00
Comet Electric $ 66,900.00
Californla Electrical Services $ 71,189.00
steiny and Company Inc. $ 89,500.00
C.T. & F. I Inc. $101,962.00
Englneerlng Estimate $ 75,000.00
Staff has checked the references provided by TDS Engineering, the
low bidder, and found their work to be satisfactory.

Funds required: Contract $65,794.00
Contingencies (10%) 6,579.40
Contract Total $72,373.40
Due to other expendl.tures associated with this project, funds
from the IITraffic Sl.gnal Conduit II Account wl.ll be used to
supplement the ATC Grant Account:

Recommendation
It is recommended that the City Council:
1- Award a contract to TDS Engineering, the lowest responsible
bidder, in the amount of $65,794.00 for the lnstallation of
traffic signal modifications and interconnect along pico
Boulevard and Ocean Park Boulevardi and
2 . Authorize the City Parking and Traffic Engineer to issue any
change orders necessary to complete additional work to the
extent of funds aval1able in accordance with the
Adminlstrative Instruction on Change Orders.
