( ~~~~ LUTM:PPD:PB:SF:PC w/cmpcert COUNCIL MEETING: July 27, 1993 Santa Monica, California TO: Mayor and city Council FROM: city staff SUBJECT: Recommendation to Approve a Resolution of the city Council Finding the city to be in Compliance with the 1992 congestion Management Program (CMP) and Approving the CMP Conformance Checklist INTRODUCTION This staff report recommends that the city Council adopt the attached Resolutlon and checkllst stating that the city is in compliance with the 1992 Congestion Management Program (CMP) . The CMP is a program adopted by the state Legislature and approved by the State voters in 1990 through Propositlon 111. As a new approach to addressing congestion concerns, the eMF was created for the following purposes: 0 To link land use, transportatlon, and alr quality decisions; 0 To develop a partnershlp among transportation decision makers on devising appropriate transportation solutions that include all modes of travel; and 0 To propose transportation projects which are ellgible to compete for state gas tax funds. BACKGROUND The Los Angeles County Metropolitan Transportation Authority (LACMTA) was designated as the Congestion Management Agency for 9-8 - 1 - IU~ .)., \.~~. v ~L ~. : I"'.......... Los Angeles County, and in November, 1992 adopted the first CMP for Los Angeles County. The 1992 CMP requires that by August 1, 1993 local jurisdictions self-certify that they are in conformance wlth local CMF requirements. The local responsibilities include: 0 Conducting annual traffic counts at selected arterial lntersections as identified in the CMP. 0 Adoption of a land use program to analyze the impacts of new development on the CMP system. 0 Adoptlon and implementation of a transportation demand management (TDM) ordlnance. 0 Approval of the attached checklist by the city Councll. 0 Transmittal of the approved checklist to the Los Angeles County Metropolitan Transportation Authorlty by August 1, 1993. The City completed the requlred traffic counts in May, 1993 with City forces. On March 23, 1993, the Clty Council adopted the Land Use Analysis Program which analyzes the traffic impacts of new commerclal development on the CMP network in all EIR' s begun after March 23, 1993. At the same Council meeting, changes were made to the city's Transportation Management Plan (TMF) to meet most of the TDM requirements. with adoption of the proposed changes to the Parking Ordinance on July 27, 1993, relating to vanpool, carpool and bicycle parking, the City wlll have completed its TDM requirements for the 1992 CMP. - 2 - - If adopted, the certiflcation checklist and resolution will be forwarded by staff to the Los Angeles County Metropolitan Transportation Authority (LACMTA) which will use this information to determine the City's conformance with the CMP. LACMTA staff will review the self-certification findlngs for Santa Monica and all other Los Angeles county clties and present the information to the LACMTA Board in October. This will satisfy the City's requirements for the 1992 CMP. BUDGET/FINANCIAL IMPACT The recommendation presented in this report does not have a budget or fiscal impact. RECOMMENDATION It is recommended that the city council adopt the attached Resolution flnding that the City is in compliance wlth the 1992 Congestion Management Program (CMP) and approving the CMP conformance checklist.
