SUBJECT: Recommendation To Review and Concur with The Priorities
For the Land Use and Transportation Management Department
For Fiscal Year 93/94.
INTRODUCTION
As part of the adoption of the FY 93/94 budget, the City Council
.
indicated that it would be useful to priorinze the workload of the
Land Use and Transportation Management Department in order to
facilitate timely completion of specific projects. This report
identifies the work presently assigned to the Department and
presents those projects that can be accommodated during the 1993-94
Fiscal Year.
Those projects that cannot be accommodated during
this fiscal year have been identified, however, they will be
prioritized in FY 94/95 along with any new projects that may be
assigned to the Department.
BACKGROUND
This report outlines the projects assigned to the Planning and
Zoning Division, Program and Policy Development Division, the
Traffic Engineering Division and the Building and Safety Division
by accomplishments to date, projects that will be worked on in this
fiscal year, and finally, projects that are pending but will be
prioritized during the FY 94/95 budget process.

The material is being provided in order to keep Council informed
about the priorities of the Department. In addition, this process
will clarify the status of specific projects and will also be used
in the event the Council assigns new projects to the Department
during this fiscal year. Should this occur, staff will provide
council with a report outlining the impact the new project will
have on the Department's approved priorities.
The priorities were established based upon the present workload and
present staffing levels in the four Divisions. staff is requesting
Council review the priority rankings and provide comments on the
rankings. Given the reductions in staff in all of the Divisions,
if a project is added or moved from the pending category to a first
priority, a first priority project should be moved to a pending
project.
BUDGET/FISCAL IHPACT
The recommendation in this report does not have any fiscal or
budget impacts. The workload presented will be accommodated with
existing staff and budget resources. However, should the Council
add projects to the priority list for this fiscal year, additional
staff or budget resources will be necessary.
RECOMMENDATION
Staff recommends the Council review and comment on the FY 93/94
priorities for the Land Use and Transportation Management
Department.

GARAGES ON SIDE LOT LINES
Per the request of the Planning CommIssion, this Zoning Ordmance text amendment would lImIt
the heIght of garage accessory buildings to 10 feet if the structure IS located withm the sIdeyard
setback area that would be reqUIred for the malO structure. Scheduled for CouncIl January
1994.
ANTENNA ORDINANCE
The CIty'S Antenna and SatellIte Dish Ordmance would be amended to insure compliance WIth
Federal regulations and to include regulatIOns for ham radio operators Scheduled for CouncIl
December 1993.
COMPREHENSIVE DEFINITIONS UPDATE
This Zomng Ordmance text amendment c1anfies existmg code definiTIons that staff has found
to be problemaTIC and adds new defrmTIons that are used in other parts of the Zoning Ordmance
but are not currently defined. Scheduled for Council February 1994.
MULTI-FAMILY PRIVATE OPEN SPACE STANDARDS
A useable open space reqUIrement m multl-family resIdentla1 dIStrICts would be created through
this text amendment The proposed standards are modeled on the existmg private open space
requirements for the NW (North of WIlshlfe) overlay districts. Scheduled for Council March
1994.
MISCELLANEOUS CODE CLEANUP AMENDMENTS
A vanety of Zoning Ordinances sections would be modified VIa thIS text amendment, mc1udmg
the C4 DIStrict standards regardmg the expansion of existmg auto dealershIps; fence heIght
regulations; legal non-conforming use regulations; home occupatlon regulatlons; temporary use

AFFORDABLE HOUSING ORDINANCE
ThIS ordinance would permanently modIfy the zoning and development standards set forth ill
Ordmance 1689 (CCS) to facilitate affordable housing in the CIty. Scheduled for Planmng
Commission February 1994, Council in June 94.

HEIGHT AND DESIGN STANDARDS AMENDMENTS
This amendment would involve a review of the types of roof proJecttons penmtted above the
height hmlt in a given distnct. In particular, the permItted height projectIon for roof top
mechanical rooms would be reconSidered.
MULTI-FAMILY STEPBACK STANDARDS
SImIlar to the NW Overlay and OP Dlstnct standards, addittonal buildmg stepback reqUIrements
would be established in all multi-family residential zones.
OPSTANDARDSAMFNDMENTS
Tlus ordmance amendment would incorporate the Ocean Park Design GUIdehnes mto the Zomng
Ordmance provisions.
NON-RESIDENTIAL USE CLEANUP/UPDATE
ThiS amendment would clanfy and clean up the Permitted Uses sectton in each commercial
