SUBJECT: Ordinance Amending Official Districting Map
At its meeting on June 29, 1993, the City Council
introduced for first reading an ordinance amending official
districting map. The ordinance is now presented to the City
Council for adoption.
RECOMMENDATION
It is respectfully recommended that the accompanying
ordinance be adopted.

AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA
AMENDING OFFICIAL DXSTRICTING HAP
WHEREAS, the City Council adopted Ordinance Number 1452
(CCS) and 1454 (CCS) in August, 1988, establishing a new
Comprehensive Land Use and Zoning Ordinance and establishing a
revised Official Districting Map for the City; and
WHEREAS, on December 23, 1992, saint John's Hospital and
Health Center filed Zone Change ( ZC) 92-002 to amend the Official
Districting Map to include the parcels on the north side of
Broadway between Twentieth and Twenty-Third streets in the CP-3
(Commercial Professional) District instead of the C4 (Highway
Commercial) District; and
WHEREAS, on December 23, 1992, saint John's Hospital and
Health Center also filed Specific Plan Amendment (SPA) 92-001 to
revise the Hospital Area Specific Plan to reflect the proposed
amendments to the City's Official Districting Map; and

WHEREAS, the City Planning and Zoning oi vis ion deemed
complete and accepted for filing ZC 92-002 on February 25, 1993;
and
WHEREAS, Initial Study Checklist (IS) 93-003, which
recommends that a Negative Declaration be adopted for the proposal,

was duly noticed and circulated for public comment; and
WHEREAS, no pUblic comment was received regarding IS 93-
003 during the 30-day public comment period which ended on April
19, 1993; and
WHEREAS, on May 19, 1993, the Planning Commission
recommended that the city Council approve ZC 92-002, SPA 02-001,
and IS 93-003, and
WHEREAS, the proposed amendment is consistent in
principle with the goals, objectives, policies, land uses, and
programs specified in the adopted General Plan in that it is
consistent with Land Use and Circulation Element Objective 1.13,
which states that the City should allow for the expansion of
existing hospitals while minimizing their impacts on adjacent
residential neighborhoods, and it is consistent with Objectives 1
and 13 of the Hospital Area Specific Plan; and

WHEREAS, the public health, safety, and general welfare
require the adoption of the proposed amendment in that the
amendment would allow increased opportunities and incentives to
address the deficiency of off-street parking spaces which exists in
the Hospital Specific Plan area;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES ORDAIN AS FOLLOWS:
SECTION 1. The Official Districting Map of the City is
amended to lnclude the parcels on the north side of Broadway
between Twentieth and Twenty-Third Streets in the CP-3 District, as
set forth in Exhibit "A".
SECTION 2. Any provision of the Santa Monica Municipal
Code or appendices thereto inconsistent with the provisions of this
Ordinance, to the extent of such inconsistencies and no further,
are hereby repealed or modified to that extent necessary to affect
the provisions of this Ordinance.
SECTION 3. If any section, subsection, sentence, clause,
or phrase of this Ordinance is for any reason held to be invalid or
unconstitutional by a decision of any court of any competent
Jurisdiction, such decision shall not affect the validity of the
remaining portions of this Ordinance. The City council hereby
declares that it would have passed this Ordinance, and each and

every section, subsection, sentence, clause, or phrase not declared
invalid or unconstitutional without regard to whether any portion
of the Ordinance would be subsequently declared invalid or
unconstitutional.
SECTION 4. The Mayor shall sign and the City Clerk shall
attest to the passage of this Ordinance. The city Clerk shall
cause the same to be published once in the official newspaper
within 15 days after its adoption. This Ordinance shall become
effective after 30 days from its adoption.
