The contract will run for a five year period, effective January 1, 1994 through December 31, 1999. BACKGROUND In December 1992, the city council approved the recommendation to renegotiate a contract held by Waste Management Inc. (WMI) to market the City's recyclable material and operate the buy-back drop-off recycling center. This renegotiated contract enabled the city to add additional types of plastics to the collection program and at the same time relieved WHI of remunerating the City for recyclables delivered to the center by the City. These changes were granted based on claims by WMI that the scrap value of the materials was not adequate to cover the costs of running the center and marketing the recyclables.
