SUBJECT: Recommendation to Authorize City Manaqer to Negotiate
and Execute a Contract with Allan Company to Operate
the Santa Monica Community Recyclinq Center
INTRODUCTION
This staff report recommends that the City Council authorize the
City Manager to negotiate and execute a contract with Allan
Company of Baldwin Park, California, to operate a drop-off and
buy-back recycling center and to market recyclables collected in
the City's collection program. The contract will run for a five
year period, effective January 1, 1994 through December 31, 1999.
BACKGROUND
In December 1992, the city council approved the recommendation to
renegotiate a contract held by Waste Management Inc. (WMI) to
market the City's recyclable material and operate the buy-back
drop-off recycling center. This renegotiated contract enabled
the city to add additional types of plastics to the collection
program and at the same time relieved WHI of remunerating the
City for recyclables delivered to the center by the City. These
changes were granted based on claims by WMI that the scrap value
of the materials was not adequate to cover the costs of running
the center and marketing the recyclables. As part of contract

F.ECOMMENDATION
It is recommended that City council authorize the city Manager to
negotiate and execute a contract with Allan Company of Baldwin
Park, California, to operate the Santa Monica Community Recycling
Center for a five-year period beginning January 1, 1994 and
ending December 31, 1999.
