Subject: Recommendation to Authorize the Clty Manager to
Negotiate and Execute a Contract with Converse
Environmental West in the Amount of $115,230 for
Remediation Activities at the Airport Administration
Building
Introduction
This report recommends that Council authorize the City Manager to
negotiate and execute a contract with Converse Environmental West
in the amount of $115,230 to conduct remediation actlvities
related to the release from underground storage tanks at the
Airport Administration Building.
Background
The city currently owns and operates twelve underground tank
facilities. Staff maintains an Underground storage Tank
Management Program to ensure the environmental integrity of
city-owned underground tank facilities and minimize liability for
environmental ~mpairment due to potentlal subsurface
contamination. As a result of this program, the former
underground tank site which is currently underlying the Airport
Administration Building was found to be contaminated. It appears
the contamination is a result of fuel leakage from the forty year
old tanks which were removed at the time the building was
constructed.

The assessment of the site is complete and staff is prepared to
implement the clean-up phase. A clean-up technology (soil vapor
extractlon) has been selected by staff which will most
effectively bring the site into compliance with local and state
standards. Soil vapor extraction (SVE) was determlned to be most
appropriate cleanup technology due to contaminant type and
extent, site logistlcs and minimization of the city's long term
environmental liability.
Discussion
Proposals were soliclted from six consultants wlth expertise in
SVE, of WhlCh three chose to submit proposals. An
interdepartmental committee was convened to review proposals.
The committee was comprised of representatives from the
Environmental Programs Division, city Attorney's Office, Resource
Management Department and General services.
The committee reviewed each proposer's remediatlon technologYT
experience, permitting requirements, professionallsm, references
and cost. Following an analysis of all proposals it was the
recommendation of the committee that Converse Environmental West
be awarded the contract to conduct the remediation at the Airport
Administration Building.
Budget/Fiscal Impact
Funds in the amount of $115,230 are budgeted for this project in
elP account number 33-710-662-20094-8900-99020.
