INTRODUCTION
Tlus report provides a bnef lustory of changes to the number of seats on the Santa .MOnIca
Arts ComnllSSlOn and recommends that the Cltv CouncIl dIrect the CItv Attornev to amend

Santa Momca MunICIpal Code SectIOn 2 64 020 to provide a maxImum of thirteen seats
BACKGROUND
In 1982, the CIty CouncIl created a nme member Arts ComnnsslOn and establIshed
membershIp cntena for connmSSlOners. In 1984. the Santa MOllIca Arts FoundatIOn was
founded WIth a separate mne member board subsequently raIsed to twenty-one m 1987 In
1990 the membershIp of these two bodIes was merged resultmg In t\\'enty one
COIllImSSlOners and board members At that tIme, CouncIl mandated In OrdInance 1520
(CCS) that the number of seats on the CommIssIon be decreased to seventeen through
attrItion Smce adoptIOn of that ordmance. membershlP has dimmIshed and there are
currently thIrteen members on the Santa MOnIca Arts CommIssIon The seated
cOlllrmssioners represent the dIverSity of the commumty and mclude workmg artIstS m all
aspects of the arts

DISCUSSION
At the June 21. 1993 meetmg of the Santa MOllIca Arts CommIsslOn, a motion was
approved recommendmg that the Cny Council offiCially estabhsh and mamtam the Arts
CommISSIon membershIp at tlurteen members In the past twelve months, three out of ten
meetmgs of the Arts CommisslOn have been cancelled due to lack of a quorum Smce the
CommlsslOn now meets on a bI-monthly baSIS. It IS important that each meetmg be attended
by the full membershIp At seventeen members, the Arts Commission is the largest
appomted body servmg the CIty of Santa MOllIca ReductlOn of the membershIp would
facilitate attaming a quorum at each meetmg and make the CommlsslOn comparable m SIze
to other adVISOry bodIes of the Citv

The Arts Commission's recommendatlOn does not have CIty budget or financIal Impact
RECOMMENDATION
Staff recommends that the CIty CouncIl dIrect the CIty Attorney to amend S:\1MC SectIOn
264.020 reducmg the number of seats of the Santa Moruca Arts Comnl1sslOner to thirteen.
