A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF S ;\I\Y[ A
MONICA ESTABLISHING THE PROPOSED BASE YEAR ASSESSMENT ROLL:
AUTHORIZING AND DIRECTING THE TRANSMITTAL OF A STATEMENT TO
TAXING OFFICIALS AND AGENCIES. AND AUTHORIZING AND DIRECTING
PAYMENT OF A FILING FEE TO THE STATE BOARD OF EQUALIZATION
WHEREAS. on March 22. 1994. the CIty CouoClI of the City of Santa MOnica adopted
Resolution No. 8739 whIch desIgnated the "Earthquake Recovery Redevelopment Survey Area"
pursuant to SectIOn 33310 of the Community Redevelopment Law (Health and Safety Code
Sectlon 33000 et seq.) to determme If a redevelopment project WIthm saId area IS feasIble: and
WHEREAS. the Commumty Redevelopment Law sets forth procedures by whIch a
redevelopment project area shall be selected from such a survey area under ordmary
CIrcumstances; and
WHEREAS. SeCtion 34013 of the CommunIty Redevelopment FmanCIal ASSIstance and
DIsaster Project Law (Health and Safety Code SectIOn 34000 et seq . the "DIsaster Project
Law") provIdes certam exemptions and alternate procedures by whIch a legally suffiCIent
redevelopment plan may be adopted. notwlthstandmg any other provlSlon of the Community
Redevelopment Law. In a communIty In \....hlch a "DIsaster" as defined therem. has occurred.
and
\VHEREAS, "DIsaster" IS defined In SectIon 34003 of the DIsaster Project law to mclude
a dIsaster occurnng on or after March 1. 1964, respecting whIch the Governor of the State has
certIfied the need for assistance and whICh the PreSident of the United States has determmed to
be a major dIsaster pursuant to federal law. and
\VHEREAS. on January 17. 1994 the "N"onhndge Eanhquake" occurred In Southern
CalIfornia, respectIng \\/I11Ch Governor WIlson of the State of Cahfornla certltied the need for
aSSIstance and deSIgnated such earthquake to be a disaster. and PreSident Chnton declared the
Northndge Earthquake to be a major dIsaster under Federal law. and
WHEREAS. Section 34013 of the Disaster Project Law proVIdes that any redevelopment
agency may plan. undertake and carry out a redevelopment project In a dIsaster are pursuant to
the Commumty Redevelopment Law. \vnhour regard to the followmg
(1) The requIrements of Sections 33301 and 33302 that there be a planmng
commiSSion and general plan.
(2) The reqUIrements of Sections 33320 1 and 33322 that the project area be
a bhghted area or that the project area be selected by a planning commISSion.

(3) The reqmrement of Sectlon 33322 that a prehmmary plan be prepared.
(4) The reqUlrements ofSect1ons 33331 and 33332 that the redevelopment plan
shall conform to the general plan and shall be based on a prehmmary plan.
(5) The reqUirement of SectIon 33346 that the redevelopment plan be submItted
to the plannIng commISSIOn. and
WHEREAS. pursuant to the dIsaster exemptIOns of SectIon 34013 of the DIsaster Project
Law. no project area has been selected. and project area boundanes have not yet been
determmed. and
\VHEREAS. m the absence of the reqUIrement of project area selectlon there can be no
reqUIrement for project fiscal reports. and
\VHEREAS. the Agency desIres to desIgnate a base year assessment roll for a proposed
redevelopment project area wIthm the Survey Area. and
\VHEREAS. the Agency deSIres, bur IS not reqUired to tranSITIlE a descnptIon of the
boundanes of a proposed redevelopment project area and transmn a map of the proposed
redevelopment project area to the County of Los Angeles for mformatIonal purposes only; and
WHEREAS, the Agency deSIres. but IS not reqUired m the absence of the receIpt of a
prehmmary plan. to transmIt the statement that a plan for the redevelopment of the proposed
project area IS bemg prepared. to the audItor. assessor. and tax collector of the county m whIch
the proposed project IS located.

a plan for redevelopment of the Proposed Project Area IS bemg prepared and advIsmg of the
Base year Assessment Roll V,:hlCh the Agency proposes to use for the allocatlon of taxes pursuant
to SectIOn 33670 of the Commumty Redevelopment Law
SectIon 3 The Agency hereby fmds that It IS necessanly exempted irom the
proVISIons of Section 33327 at the Commumty Redevelopment Law that the Agency noufy the
taxmg enutles of the boundanes of the project area. and IS necessanly exempted from the

proposed boundanes and map as may be reqlllred pursuant to SectIon 33328 4 of the Commumty
