LUTM:SF:RF:rn:MC1,2,3,4,5:WINWORD council Meeting, March 22, 1994 Santa Monica, California TO: Mayor and City council FROM: City staff SUBJECT: Recommendation to Award a Contract to Sterndahl Enterprises, Inc. for striping and Signing Modifications: Broadway from 26th Street to Centinela Avenuei 26th Street from Wilshire Boulevard to Colorado Avenuei Colorado Avenue from Stewart Street to Centinela Avenue INTRODUCTION This report requests that the city council award a contract in the amount of $23,985.00 to Sterndahl Enterprises, Inc. , the lowest responsible bidder, for striping and signing modifications along Broadway, from 26th street to centinela Avenue; 26th Street, from Wilshire Boulevard to Colorado Avenue; Colorado Avenue, from Stewart street to Centinela Avenue. DISCUSSION In September, 1993, the city Council approved the implementation of the Mid City Neighborhood Traffic Plan. The plan includes traffic signal improvements, traffic diverters, turn restrictions and roadway restriping. Staff is already proceeding with traffic s1gnal improvements and has completed the upgrades of most of the signals in the plan area. This contract will restripe 26th Street, Colorado Avenue and Broadway from two lanes of traffic in each direction to one lane 1n each direction. The remaln1ng 1 MAR 2 2 199It & -/C.. . components of the plan will be installed by city staff in conjunction with the restriping project. In particular, the traffic diverters will be installed in a temporary fashion for a trial period to determine the acceptability and effectiveness of these measures. As directed by the Council, notices will be sent to property owners, tenants and businesses in the plan area prlor to the start of implementation. Implementation will be completed ln two phases. Phase I will include the restriping, stop sign and traffic circle measures. Phase II will include the more restrictive diverters and turn-restrictions. The two phase approach was requested by the Mid City traffic committee due to the earthquake damage to the Santa Monica Freeway. Phase II is tentatively scheduled to be implemented in the summer. Staff plans to send two notices for each phase, the first, approximately one month prior to implementation, and a second notice approximately one week prior to implementatlon. Implementation of Phase I is tentatively scheduled to begin the week of May 2, 1994, and will take approximately one month to complete. In addition, in conjunction with the plan, staff will be implementing a "traffic hotline" telephone number for motorists to call to express their comments. The hotline number will be posted at key areas in the plan area. The hotline calls will be directed to a voice mail box and reviewed by staff on a daily basis. . 2 . Following the published advertisements, the biddlng package for the installation of this striping and signing was requested by three (3) contractors. Two (2) bids were received, and read by the Deputy City Clerk on February 17, 1994. The bids received were as follows: Sterndahl Enterprises, Inc. $ 23,985.00 Orange County striping Services, Inc. $ 34,155.00 Engineering Estimate $ 40,000.00 Staff has checked the references provided by Sterndahl Enterprises, Inc. , the low bidder, and found their work to be satisfactory. BUDGET/FINANCIAL IMPACT Funds required: Contract $23,985.00 Contingencies (10%) 2,400.00 Contract Total $26,385.00 Funds for this project are budgeted in the "Neighborhood Traffic Improvements" CIP account, #01-770-415-20091-8900-99270. RECOMMENDATION It is recommended that the City Cauncll: 1- Award a contract to Sterndahl Enterprises, Inc. , the lowest responsible bidder, in the amount of $26,385.00 for the installation of striping and signing modifications along 3 . . .
