SUBJECT: Recommendat1on to Approve a Resolut1on Support1ng the
Santa Mon1ca Bay Restorat1on Plan
INTRODUCTION
Th1s report requests ttat Clty Counc11 approve the Santa Mon1ca
Bay Restoratlon Plan (P:an) , a comprehenslve conservatlon and
watershed management plan for Santa Mon1ca Bay developed by the
Santa Mon1ca Bay Restorat1on PrOJect ( 5MBR P) .
BACKGROUND
Funded by the USEPA and the State of Callforn1a, the 5MBRP 1S a
coa11t1on of government, envlron~enta11sts, sClent1sts, 1ndustry,
and the publlc charged w1th flndlng solut1ons to the problems of
the Bay's ecosystem. The Santa Mon1ca Bay Restorat~on Plan 1S
the culm1nat1on of f1ve years of cooperat1ve effort to estab11sh
the goals and obJectlves, and short-term and long-term
1mplementatlon strateg1es for the 5MBRP.
The Clty of Santa Mon1ca has been a member of the 5MBRP
Management Comm1ttee Slr.ce l~S :ncept1on 1n 1988 and has act1vely
part1c1pated In ~he development of the Santa Mon1ca Bay
Restoratlon Plan. Many of the Clty'S eXls~1ng envlronmental

programs serve as model pollut1on prevent10n strateg1es des1gned
to protect the health of Santa Monlca Bay. These strateg1es
1nclude:
. Reduc1ng dry weather flows lnto the Bay caused by urban
runoff
. Reduc1ng wastewater d1scharge flows from Hyper10n Treatment
Plant
. Prevent1ng 1llegal dlscharges of tOX1C substances
. Prevent1ng water waste through conservatlon measures
. Educatlng the pub11c through cornnun1ty and pub11c educat10n
programs.
. The C1ty'S long-term env1ronmental goals and Ob]ect1ves wlll
cont1nue to focus on protectlon and restorat1on of the Bay
as deta1led by the Plan.
DISCUSSION
The 5MBRP Management COffiffi1ttee has focused on the follow1ng four
quest10ns throughout the development of the Plan:
. How safe 1S It to SWlm ln Santa Mon1ca Bay?
. How safe 1S lt to eat Bay seafood?
. Are f1sher1es and other Ilvlng resources 1D Santa Mon1ca Bay
adequately protected?
. Is the health of the Santa MODlca Bay ecosystem adequately
protected?
The Plan addresses these quest10ns through approx1mately 50
recommended actlons WhlCh can be categor1zed lnto the follow1ng

areas:
l. Pollut1on Prevent10n - The Plan recommends expand~ng publlC
educat10n efforts, focus1ng on source reduct10n of tox1ns from
households and small bus1ness, and expans10n of programs for
recyc11ng and collect1on of hazardous wastes.
2. Reduction of Urban Runoff Pollut1on - The Plan recommends a
t1ered approach to controll1ng pollutant 1nputs from
stormwater/urban runoff focuslng flrst on low-cost, non-
structural measures wlth watershed-w1de effects. Addltlonally,
the Plan reco~~ends pollutants to target for control for
1nd1Vldual sub-watersheds.
3. Munic1pal and Industr1al D1scharges - The Plan calls for the
full secondary treatment of munlclpal sewage d1scharge to Santa
Mon1ca Bay, and max1mum reuse of recla1med wastewaters and
b1oso11ds.
4 . Cons~ng Bay Seafood - The Plan calls for ongolng
assessment and expanded commun1cat1on of health r1sks assoc1ated
wlth the consumpt1on of recreat10nally caught seafood from
Santa Mon1ca Bay.
S. SW1~ng 1n Bay Waters - The Plan recommends that a beach
water-qual1ty report1ng system be developed to enable the publlC
to determ1ne how safe 1t 1S to SW1m In the Bay at spec1f1c
locat1ons; and that an ep1dem1olog1cal study be conducted of the
health effects of SWlmITL1ng 1D Bay water and near storm dra1n
centers.
6. Hab1tat Restorat1on, Protect1on, and Management - The Plan

also recommends restorat1on of the Ballona Wetlands, Ballona
Lagoon, Ma11bu Lagoon and Lower Zuma Creek and Lagoon. It also
calls for new, permanent breed1ng s1tes for the Callfornla Least
Tern;and for the cont1nued restorat1on of the El Segundo Dunes to
1nclude an El Segundo Dunes Hab1tat Preserve.
7. Educat10n - The Plan calls for a comprehens1ve and
coord1nated pub11c educat10n effort 1nclud1ng outreach to
schools, and ongo1ng m1n1-grants to targeted cow~un1t1es on Bay-
related 1ssues, espec1ally urban runoff and pollutlon preventlon.
8 _ WatGrshGd Plann1nq - The Plan calls for sub-watershed
plann1ng and prov1des detalled prograr.s for Mallbu Creek
watershed as a model for other sub-watershed plann1ng efforts.
9. Bay Mon1tor1nq - The Plan calls for a "~etooled" Santa
Mon1ca Bay and Watershed Mon1tor1ng Program wh1ch would 11nk
eX1st1ng mon1tor1ng efforts, av01d dupllcat1on, and def1ne
quant1f1able ways to determ1ne the success or fa11ure of var10US
programs called for :n the Plan.
10. ResGarch - The Plan recognlzes that further research 1S
needed 1n many areas, for example: an ep1dem1olog1cal study; a
study of atmospher1c depos1t1on of pollutants; and a study on the
remed1at1on of contam1nated sed1ments.
The C1ty lS a co-perm1ttee of the Los Angeles Reglonal Water
Qua11ty Control Board for stormwater/urban runoff NPDES perm1ts
and the State Water Resources Control Board for general d1scharge
perm1ts coverlng the C1ty'S transfer stat10n. These perm1ts

prov1de the regulatory mechan1sm for enforcement of the pollut1on
preventlon strateg1es conta1ned 1n the Plan, and 1t lS proposed
that these agenc1es w111 coo~dlnate and supervlse 1mplementat1on
of the Plan's recommended measures on a watershed and sub-
watershed bas1s.
BUDGET/FISCAL IMPACT
The adoptlon of the resolut1on wlll have no d1rect budget 1mpact
as the Best Management Practlces WhlCh are 1nd1cated 1n the Plan
are already a part of the C1ty'S current and future stormwater
management pollutlon control efforts. These efforts w111 be
reflected ln the Proposed Budget for FY94-95 as well as for
future budgets.
RECOMMENDATIONS
It lS recommended that the Clty Counell approve the attached
resolut1on endors1ng the adopt1on of the Santa Mon1ca Bay
Restorat1on Plan.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA TO APPROVE THE SANTA MONICA BAY
RESTORATION PLAN
WHEREAS, Santa Monica Bay is an econom1C resource for
the reg1on, contrlbutlng to the amb1ance WhlCh draws over 25
ffi1ll1on tour1sts annually to Los Angeles County and thereby
supports more than 392,000 full and part-t~me Jobs; and,
WHEREAS, Santa Mon1ca Bay 15 a recreat1onal,
env1ronmental and educat10nal resource for the people who live 1n
the commuDltles around lt WhlCh recelves more than 50,000,000
"user V1S1tS" (local and tour1st) annually, lncluding school
groups; and,
WHEREAS, Santa Mon1ca Bay 1S adJacent to one of the most
populous. urban1zed coastal metropolltan areas 1n the un1ted
States and 1S used for a var1ety of purposes that can degrade-the
Bay lncludlng the d1scharge of treated rnun1c1pal and 1ndustr~al
T,.;astewater, urban and stormwater r~noff, beach 11tter, mar1ne
debr1s, 011 and hazardous sp11ls, and aer1al fallout of
pollutants; and,
WHEREAS, ~hrough a serles of raw sewage dlscharges 1n
the ~ld-1980s and through the publ1C1ty surroundlng a study on
flSh contam1natlon 1n the Bay the attent1cn of the publ1C and of
local elected offic1als was focused on the state of the health of
Santa Mon1ca Bay cauS1ng them to corne together w1th state and

federal regulators to form the Santa Monlca Bay ProJect w1th the
Southern Callfornla ASSOc1atlon of Governments; and,
v..'HEREAS , by an Act of Congress, Santa Monlca Bay was
added to the Nat10nal Estuary Program In 1988 and the state,
federal, and local governments along w1th bus1ness 1nterests,
envlronrnental organlzations and the general publlC J01ned to form
the Santa Monlca Restoratlon ProJect to further assess the health
of Santa Monlca Bay and dev1se a Comprehens1ve Conservat1on and
Management Plan ( CCMP } for the restoratlon of the Bay, whl.ch plan
lS to address rour key l.ssues of overrldlng concern to the pub11c:
How safe 1S 1t to SW1m l.n the Bay? How safe 1S 1~ to eat seafood
taken from the Bay? How well lS the Bay ecosystem protected? How

WHEREAS. S1nce the creatlon of the Santa Mon1ca Bay
Restorat1on ProJect, slgnlflcant progress has been made 1n
reduclng pollutant lnputs to the Bay; and.

re~ently released the CeMP. called the Santa Monlca Bay
Restoratlon Plan. WhlCh lS the culmlnatlon of f1ve years of
sClentl.fic assessment, POllCY d1Scuss1ons and negotlat1ons among

regulators, and prlvate sector lnterests, and whlch ~dentlf1es

health of the Bay;
NOW, '!'HEREFOP.E, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES P.ESOLVE AS FOLLOWS:
SECTION 1. To support the Santa Mon1ca Bay P.estorat1on
Plan. A ComprehenS1ve Conservatlon and Management plan for the
Bay, and to acknowledge the f~ve years of cooperat1ve effort that
produced th1s Plan, Wh1Ch effort 1Dcluded slgn1flcant
contrlbutlons from the staff of the Clty; and,
SECTION 2 To J01n 1n a partnershlp of local, state,
and federal government to obtaln f~nd1ng for the P~an's
lmplementat1on; and to actlvely pursue funds to lmplement the
Plan; and,
SECTION 3. To urge lts federal and state
repreSentat1ves to support the Plan, and to urge the Governor of
Ca11forn1a and the USEPA Adm1n1strator to approve the Plan and to
contlnue support fo~ l:S lmplementat1cn.
SECTION 4. The Clty CLerk shall certlfy to the adopt1on
of thlS Resolutlon, and thenceforth and thereafter the same shall
be lD full force and effect.
