CCS:SEM:EA:se:smbeach Santa Monica, Cal~fornia Council Meet~ng: March 8, 1994 TO: Mayor and C~ty Council FROM: C~ty Staff SUBJECT: Approval of Santa Mon~ca Beach pier to Bay Street Improvement Plan INTRODUCTION Th~s report recommends that the City Counc~l 1) Approve the Santa Monica Beach P~er to Bay Street Improvement Plan, 2) author~ze staff to proceed with phased implementat~on of the Conceptual Plan, and 3) adopt a Resolution authoriz~ng the City Manager to apply for $1.86 mill~on ~n grant funds from the County of Los Angeles Reg~onal Park and Open Space Distr~ct for Santa Mon~ca Beach improvements. BACKGROUND The City Counc~l , on October 18, 1989, authorized Sasak~ Assoc~ates, Inc to prepare a study to redesign and upgrade the Santa Monica Beach from the pier south to Bay Street. From the onset, the community was an active part~c~pant in establ~sh~ng the program and provid~ng ~nput for the des~gn of the project. Two publ~c workshops hosted by the Recreation and Parks Commiss~on were held at the C~v~c Auditorium ~n an effort to invite publ~c part~c~pation on the development of the Santa Monica Beach Improvement Plan. The workshops were held on August 30, 1990 and October 14, 1990. Part~c~pants were asked to put forth ideas of 1 - --- ---- - . . any magnltude and potential so that no ldea would go without discussion. The comments were used to formulate the goals, obJectlves and concepts contalned 1n the Beach Improvement Plan Three (3 ) alternate plans were prepared for reVlew In public meetings. All of the plans reflected the program elements establlshed by the community in the early planning stages Presentations of the three (3 ) alternate schematic plans were made to the Recreatlon and Parks Commlsslon and Arts Commlsslon As a result of their input, Sasaki developed the recommended Improvement Plan A detailed presentatlon of the Plan was made to Clty staff and members of a joint study commlttee from the Recreation and Parks Commission, Arts Commission, and Architectural ReVlew Board. Subsequently, the Plan was approved by the Recreatlon and Parks Commisslon at their August 19, 1993 meetlng The Conceptual Improvement Plan wlll be submitted to the Coastal CommlSSlon followlng Council approval. Staff will then prepare an RFP for the selection of the architect to move the project from conceptual to final design, lncluding accesslbllity issues and ADA requirements. Upon completion of the design the plans will be submltted to the Archltectural ReVlew Board for approval. Thls conceptual lmprovement plan sets a framework for future development and a reference pOlnt for future lmprovements as funding sources become avallable. It is important to note that some flexlblllty is provlded as the final deslgn of the proJect is 2 undertaken. Staff will lnform the Clty Councll and Recreation and Parks CommlSSlon of any changes that may be necessary in the schematlc design and deslgn development. DISCUSSION Envlronmental Revlew Conslstent with the Clty of Santa Monica GUldellnes For The Implementatlon of CEQA, the Plan has been reviewed and lssued a Categorlcal Exemptlon under Class 1 (1) and Class 4(3). The proposed Plan wlll not have a slgnlflcant effect on the enVlronment and 1S therefore determlned to be exempt from CEQA. Improvement Cost The est1mated cost of the Improvement Plan is approximately $2,830,000. ThlS lncludes the slte demolition, gradlng, asphalt and concrete paving, installatlon of utilltles and irrigatlon system, park furnishlngs, tot lot equlpment, gymnastic equlpment, tree planting, retaining wall, restroom rehabilltatlon, paddle tennlS bUllding and nlght lighted courts and electrical Ilght1ng. The City has $1,860,000 avallable for this proJect from Proposltion A, Los Angeles County Park, Beaches and Recreatlon Act of 1992, for improvements to the Santa Monlca beaches To expedite the renovatlon of this area, phased development is belng recommended. Sasaki and staff have revlewed the cost est1mate and determlned the feasibility of proceeding glven the amount of funds currently avallable for thlS proJect. The Phase I cost estlmate includes allocatlons as outllned In the Improvement Plan Report. The first 3 . . phase would include site demolltlon and preparation which includes the removal of concrete, asphalt pavlng, electrical, irrigatlon lines, and grading of the site to lmprove drainage. Improvements would include lnstallation of new irrigatlon system, utilities hookup for sewer, water and telephone, lnstallation of retaining walls and fenclng, new park benches, electrlcal fixtures, drinking fountalns, signage, trash receptacles and development of landscape areas, and renovation of the chess and muscle beach areas, restrooms, volleyball courts and tot lot play area. The pavlng of the promenade and parking areas are also included along wlth landscape archltect fees and contlngency fund. The constructlon of the paddle tennlS courts and bUlldlng and the trellls/gateway/entrance at Bay Street would be deferred to a future phase, subject to fundlng availability. To obtain the Proposltion A grant funds the Clty must submit a formal appllcation to the County. The grant subml.ttal process requlres a City Councll resolutlon which authorlzes the City Manager to apply for grant fundlng. A copy of the grant cover page and assurances, and the required Resolutlon are attached. BUDGETARY/FISCAL IMPACT Funds have been appropriated for thlS C.I.P. proJect l.n the FY 1993-94 Ocean Front Beach Improvements Account 20-740-511-20094- 8900-95521 ($1,860,000) based on antlclpated receipt of thlS grant. 4 -------- . RECOMMENDATION Staff respectfully recommends that the City Councll. 1 Approve the conceptual Santa Monlca Beach Pler to Bay Street Improvement Plan Report prepared by Sasaki Associates, Inc. 2 .
