and Execute Contracts for the Preparation of Design
Documents to meet the Fun Zone Off-pier EIR Mitigation
Requirements and for Structural Engineering Analysis and
Design To Retrofit pier Systems under the Fun Zone
INTRODUCTION
This report recommends that the City Council authorize the City
Manager to negotiate and execute two contracts related to the
construction of a Fun Zone on the Santa Monica Pier. One contract
would be with Harris & Associates to prepare design plans and
specifications as well as provide engineering and construction
support for the offsite environmental mitigation measures required
by the certified EIR. The negotiated contract costs for this
contract shall not exceed $100,000.
The second contract would be with Anvick Engineering to analyze the
structural demands of the new Fun Zone rides, food stands, and
associated developments on the existing deck and pilings. Anvick
Engineering would also design any additional below-pier foundation
or structural support systems necessary to meet the new demands.
The projected costs for these engineering services are $130,000.
The design work of both contracts is expected to be completed
within eight (8) months after award of the contracts.

BACKGROUND
In May of 1992, a Request for Proposals (RFP) was issued by the
pier Restoration Corporation (PRC) to solicit proposals from
developers to build and operate the Fun Zone.
City staff are in the final stage of lease negotiations with the
selected developer. Upon execution of the lease, the developer
intends to begin construction immediately. However, other
preliminary construction activities must precede Fun Zone
development activities for safety and scheduling purposes. City
staff have determined that the timely completion of the contract
activities specified in this staff report will permit completion of
the Fun Zone by the target date of summer of 1995.
DISCUSSION
There are three aspects of the existing condition of the pier which
must be addressed before and while the Fun Zone is constructed.
First, the off-pier EIR mitigation measures must be implemented.
The implementation of all off-site mitigation measures addressed in
the Harr1s and Associates contract will improve access, egress, and
parking capacity for the Fun Zone.
Second, a drainage problem below the pier which was not identified
in the EIR must be corrected and is included in the Harris and
Associates contract.

Third, the pier substructure must be analyzed for its capability to
withstand the additional weight on that portion of the pier where
the Fun Zone will be constructed. The existing pilings and deck
are satisfactory for today's uses, but may need additional
structural support systems for the proposed uses. For example, the
pier did not incur any notable damage as a result of the recent
earthquakes; however, the city Engineer would like to conduct a
safety analysis of the pier structure including the use of computer
simulations of stronger earthquake magnitudes under the additional
stress of a Fun Zone. In order to mitigate a potential hazard, the
City Engineer believes this in-depth analysis and structural
engineering is required. This is the focus of the Anvick
Engineering contract.
A Request for Proposals (RFP) associated with the EIR mitigation
measures was sent to eight (8) consulting firms submitted proposals
on September 24, 1993. A selection team of three City staff was
formed, two of which were technical experts. The seven proposals
were evaluated; four consultants were interviewed. A consensus was
reached to select Harris and Associates to perform the work.
Harris and Associates has established good quality control
procedures including a constructability review by its construction
division, and has had previous experience in both the design and
construction management of similar types of projects.

The proposed contract for evaluation of the Fun Zone's structural
strength will include structural engineering analysis as well as
drawings and specifications for upgrading the two specific areas on
the pier facing additional stress. It will focus on the below pier
foundation and structural support systems for the buildings and
rides in the Fun Zone area and add supports to the existing pilings
in the sea bed as required.
Ted Anvick, structural Engineer, is the Engineer of Record on all
upgrade work done on the pier since the 1983 storms. Also,
recently his firm completed a feasibility study for the City for
bracing the pier for the roller coaster, the additional rides and
concessions proposed as part of the Fun Zone development. In this
study, Mr. Anvick developed a unique computer program to analyze
the structure under the dynamic loading of the various rides to
seismic, wind, and wave forces applied to the Pier. Mr. Anvick has
over 30 years experience in designing structures, including public
piers. One such project that he recently completed was the
structural rebuild of the City of Redondo Beach Pier. His fee for
this Municipal pier design work is very competitive, considering
the complexity of the project.

Funds in the amount of $130,000 are available in the "Municipal
pier Improvements" Account No. 30-740-625-20092-8900-99927.
Reimbursement for a portion of the Anvick Engineering contract cost
may be available under Federal Emergency Management Agency's (FEMA)
Hazard Mitigation Grant Program, which is expected to become
operational in the Southern California Area within the next few
months. Staff will make every effort to obtain such grant funding.
RECOMMENDATIONS
It is recommended that the City Council:
1. Authorize the City Manager to negotiate and execute a contract
with Harris and Associates in the amount not to exceed
$100,000 to prepare the design and specifications and provide
project management support for the Fun Zone of pier Mitigation
Measurement.
2. Authorize the City Manager to negotiate and execute a contract
with Anvick Engineering in the amount not to exceed $130,000
to prepare the design and specifications for retrofitting the

structural support systems as needed in the specified areas of
the Pier.
