INTRODUCTION
Thfs report recommends the City Councxl receive and file the attached Certification of
Qualification for two referendum petftfons, and direct the Crty Attarney to prepare the necessary
documents to etther repeal Resolutians No 8685 {CCS) entztled "A Resolution of the Crty
Council af the C~ty of Santa Monica Approeing the Adoption of the C~~ic Center Specific P1an
and Adopting a Statement of Overridin~ Considerations" and No 8685 (CCS} entrtled "A
Resolut~on of the City Council of the City of Santa Mon~ca Amending the Land Use and
Circulation Element of the City of Santa Momca General Plan" or submit them ta a vote af t.he
people
BACKGROUND
4n December 23, 1993, two referendum pet~tions were filed with the City Clerk protest~n~ the
adoption of Resolutions Nos 8685 (CCS) and 8b86 (CCS} adopted by the Santa Monica City
Counc~l on No~e~nber 23, 1993 The petitions requested the reconsiderat~on or repeal by the
Gity Council of the Resolutions or that they be submitted to a vote of the people of Santa
Mvnica at the next regular election
Smce both petitions contained signatures of re~istered ~oters of Santa Monica in excess of the
14~ requued, the Resolutions are now "suspended" unt~l repealed or a resolutaon declarmg the
result of an election is adopted. Once repealed or disapproved by the ~oters, it cannot be
enuacted by the Council for a period of one year after the date of repeal or disapproval of the
voters,

with the June Pnmary ballot, it wtl~ be necessary to adopt the Resalutions calli~g
the election and request~ng consolidat~on as soon as possible The last day to
delrver a request for consoltdat~on ta the Boarc~ of Super~isors is March 11, 1994,
with Arguments for and agamst the measures due to the Registrar-Recorder no
later than March 15 and Rebuttals on March 25, 1994
3 Place the measures on the ballot for the Regular Murucipal Election to be held on
November 8, 1994.

The estimated cost to place the two rneasures on the ballot wauld be as follows
