SUBJECT: RECOMMENDATION 'ID AUTIIORIZE THE CITY MANAGER 'ID
NEGOTIATE AND EXECU'l'J:: AN AGRF.FMENT WITH LEGACY TOUR
'94.
INTRODUCTION'
This report recommends that the City Council authorize the City
Manager to negotiate and execute an agreement with Legacy Tour .94
for an event to be held on Santa Monica State Beach in April 21-24,
1994.
BACKGROUND
The City. s Event Management Team was recently approached by Legacy
Tour '94, which is a 501 (c) (3) program of the World Cup, to be the
host site for its national launch. The tour starts in Santa Monica
and travels to San Francisco, Dallas, New York, Washington D.C.,
Orlando, Boston, Detroit, and ends in Chicago.
Host cities will participate in a month-long celebration. The
celebration begins with 2 or 3 weekends of free soccer skill events
at parks and schools throughout the reglon. The celebration
continues with the proposed Santa Monica event, which is a 2 day
conmunity festival with a soccer marathon, food, tmlsic and
interactive activities and exhibits including the vending of
sponsor products.

DISCUSSION
Legacy Tour '94, the event promoter, proposes that the event be
held in the 1550 Pacific Coast Highway (PCH) beach parking lot
(just north of the Pier) . The event is proposed to encompass
approximately 100,000 sq.ft.
The larmch officially begins on Friday/April 22, 1994 with several
thousand school children and volunteers working together to build
a four story geodesic globe in the 1550 PCH lot. The globe 1S
part of an interactive curriculum for local schools to teach math,
physics and geography. Over sixteen hundred 3 foot triangular
plastic panels are connected together at ground level and are
raised during construction by participants pedaling a bicycle
connected to a lifting crane with special gears. A qual if ied team
of engineering and inspection staff will be on site during the
construction of the globe. The globe when completed will serve as
a comnemoration of Earth Day and will remain on the site until the
end of the festival. The evening will feature live family
entertainment and celebrity appearances.
On Saturday, artificial turf will be laid down on the parking lot
for a day long soccer marathon. The event site will also have an
arts and crafts area, youth pavilion, sponsor product booths and
exhibits, food court with food representing the 5 continents of the
World CUp teams I and a stage for showcasing local talent. The
marathon segments and sales of sponsor products are anticipated to
raise frmds for a national comrmmity legacy fund which is designed
to support youth soccer activities such as field refurbishment and
purchase of sports equipment,

At this time, staff is negotiating the specifics of how the Santa
Monica COlllLlLLlllity will directly benefit from the Legacy Fund. In
addition, staff has requested full cost recovery for City services
estimated to be approximately $19,000.
BUOOET AND FINANCIAL IMPACT
All City costs for required support services from Police, Fire and
General Services will be paid by the prorroter, as will the revenue
foregone for 1550 lot parking.
RECOMMENDATION
Staff recommends that City Council authorize the City Manager to
negotiate and execute an agreement with Legacy Tour '94.
