Subject: Recommendation to Authorize city Manager to Negotiate and
Execute a Contract to Purchase Mobile Data Terminals.
INTRODUCTION
This staff report requests that the city council waive competitive
bidding requirements and direct the City Manager to negotiate and
execute a contract to procure Mobile Data Terminals and other
related equipment for Po11ce Department use.
DISCUSSION
In January 1993, the Police Department reported to the city council
that it was waiting to procure Mobile Data Terminals for use in
police vehicles until the National Criminal Information Center
released its specification for such devices. The specification has
since been released, and at present, the Motorola 9100-386 MDT is
the only device on the market that meets and/or exceeds the
specification. There is no other product that will meet the
Federal standard in the foreseeable future. In addition, the
Federal Communications commission is requiring that the Police
Department provide documentation by February 24, 1994 that the
system is in fact under construction.

FINANCIAL IXPACT
It is estimated that provision of Mobile Data Terminals will cost
up to $800,000. This cost will be financed from funds seized
through law enforcement action. For budget control purposes, the
following budget and revenue adjustments are required to effect
this transaction: Increase appropriation of 01-300-304-00000-8804-
00000 by $800,000, and increase budget revenue estimate at 01-130-
224-00000-0417-10000 by $800,000. If necessary up to $800,000 will
be transferred from the Asset Seizure account 80-000-000-00000-
9750-04314 to revenue account 01-130-224-00000-0417-10000 to
finance the acquisition.
RECOMHENDATION
Staff recommends that the City Council waive competitive bidding
requirements, authorizes the City Manager to negotiate and execute
a contract directly with Motorola to provide Mobile Data Terminals
and other related equipment to the Police Department, and approve
the budget changes set forth above.
