Three-Wheel Mounted Portable Air Compressors, Bid

Introduction
This report concerns award of bid to furnish and deliver three-
wheel mounted portable air compressors for the Water Division,
General Services Department, in the total amount of $41,043.09
including applicable sales tax.
Background
In response to published Notices Inviting Bids (published
November 18, 19, 1993) to furnish and deliver three-wheel mounted
air compressors in accordance with city specifications, bids were
received and publicly opened and read on December 2, 1993. Pro-
posal forms were mailed to five vendors and notices were adver-
tised in accordance with city Charter and Municipal Code pro-
visions. Two proposals were received as follows:
Cen-Cal $37,963.29
Engine & Equipment Co. $41,043.09
These units will be used at various worksites to operate various
pnuematic jack hammers, saws and miscellaneous construction tools
and equipment.

The quote submitted by Cen-Cal does not meet city specifications
because it is not the heavy duty type required.
staff has evaluated the bid submitted by Engine & Equipment
Company and finds that it meets City specifications.
BUdget/Financial Impact
Fiscal Year 1993-94 appropriation authority for this purchase is
in the Water Division, General Services Department, account
number 25-500-671-00000-8806-0000.
Recommendation
Staff recommends Council reject the bid submitted by Cen-Cal
which was non-responsive, and award bid #2478 to Engine &
Equipment Company in the total amount of $41,043.09 including
applicable tax, as best bidder.
