CCS:SM:KK City Council Meeting: February 8, 1994 Santa Monica, California STAFF REPORT TO: Mayor and City Council FROM: City Staff SUBJECT: RECOMMENDATION TO ADOPT RESOLUTION AUTHORIZING OF GRANT APPLICATIONS FOR SENIOR NUTRITION PROGRAM AND AUTHORIZING CITY MANAGER TO NEGOTIATE AND EXECUTE CONTRACT UPON RECEIPT OF FUNDING INTRODUCTION This report recommends that the city Council adopt the attached resolution authorizing the submittal of a grant application to the County of Los Angeles Department of Community and senior citizen Services for funding for FY 1994/95 and authorizing the City Manager to negotiate and execute a contract for provision of services to the elderly through the city's Senior Nutrition and Recreation Program. BACKGROUND The City of Santa Monica has been sponsoring the Senior Nutrition and Recreation Program for the past seventeen years. Each year the city is required to submit an application for grant funding. The application deadline is February 15, 1994. The C-1 or Congregate Meals Program provides approximately 190 meals per day, Monday through Friday, at four sites: Lincoln Park, Ken Edwards Center I Virginia Avenue Park and the Senior Recreation Center; and approximately seventy meals each Saturday for Lincoln Park and the Senior Recreation Center. The C-2 or FEB - 8 199't (p -]) Home Delivered Meals Program provides approximately 45 meals per day, seven days a week, for homebound seniors in santa Monica. The suggested donation for the meal programs is $1.50 per meal, with an average donation of $1.10 for the congregate meals program and forty cents for the home delivered meals. Revenue for these programs come from this grant, the United states Department of Agriculture, participant donations and the city's General Fund. The City 1S required to provide a minimum 15% match. DISCUSSION In addition to the home delivered meals program run by the City, the Wests ide Ecumenical Conference (Meals on Wheels) provides meals to homebound seniors in the Santa Monica area. During the past year City staff assessed the feasibility of consolidating these two services into one cost effective program. City staff have been meeting with the County Area Agency on Aging and Meals on Wheels to discuss various options. Such a merger, operated by Meals on Wheels, would be cost effective and would sustain the current level of service, providing for better coordination. The City may remain as grantee and subcontract with Meals on Wheels for their services. Prior to submittal of the grant proposal, City staff will complete these discussions and incorporate the merged service concept into the grant proposal. BUDGET/FINANCIAL IMPACT The city's budgeted cash match amount for FY 1993/94 was ----- ---- . $119,500. Depending upon the final grant allocation, approximately $100,000 will be appropriated for FY 1994/95. This figure will be reflected in the Department's proposed budget for FY 1994-95. RECOMMENDATION Staff recommends that the City council: (1) adopt the attached resolution authorizing the submittal of a grant application to the County of Los Angeles Department of Community and senior c1tizen Services for funding and (2) authorize the City Manager to finalize the method of meal service delivery to homebound seniors and negotiate and execute a contract for provision of services to the elderly through the city's Senior Nutrition and Recreation Program.
