Subject: Recommendation to Award a Contract to Paul Gardner
Corporation for the Installation of a Traffic Signal at
the Intersection of pico Boulevard and 26th street, and
the modification of Traffic Signals at the
Intersections of Broadway and 26th Street, and Colorado
Avenue and 26th street.
Introduction
This report requests that the city Council award a contract in
the amount of $199,478.00 to Paul Gardner Corporation, the lowest
responsible bidder, for the installation of a traff ic signal at
the intersection of pico Boulevard and 26th street, and the
modification of existing signals at the intersections of Broadway
and 26th Street, and Colorado Avenue and 26th street.
Discussion
This project will construct the final phase of traffic signal
improvements along pico Boulevard. The installation of a new
traffic signal at 26th street will enhance pedestrian and
vehicular activity at the Burke Health Center.
The Broadway and Colorado Avenue at 26th Street intersections
will continue the city's program of upgrading, modernizing and
computerizing all of the city's traffic signals to provide
improved traffic flow along arterial highways such as Colorado
Avenue and 26th street. By improving traffic flow along
arterials, it reduces the demand for motorists to drive through

adjacent residential areas. signal improvements along 26th
street at Colorado Avenue and Broadway are also part of the Mid
City Neighborhood Traffic Plan.
Bidding packages for the construction of these traffic signals
were requested by five (5) contractors. Four bids were received,
and read by the Acting Deputy City Clerk on November 24, 1993.
The bids were received as follows:
Paul Gardner Corporation $199,478.00
C.T. & F., Inc. $220,300.00
Comet Electric $223,000.00
Steiny and Company, Inc. $227,000.00

Engineer's Estimate $285,000.00
Staff has checked the references provided by Paul Gardner
corporation, the low bidder, and found Gardner's work to be
satisfactory.

Contingencies $ 20,522.00

$80,000.00 from account #01-770-415-20091-8900-99270
(Neighborhood Traffic Improvements).
Recommendation
It is recommended that the City council:
1. Award a contract to install traffic signals at the
intersection of pico Boulevard and 26th Street, and
modifications to traffic signals at the intersections of
Broadway and 26th street, and Colorado Avenue and 26th
street to the Paul Gardner corporation, the lowest
responsible bidder, in the amount of $199,478.00; and
2. Authorize the city Parking and Traffic Engineer to issue any
change orders necessary to complete additional work to the
extent of funds available in accordance with the
Administrative Instruction on change Orders.
